African Youth Negotiators Fellowship (AYNF) Empowers a New Generation of Climate Diplomats Across Africa

The African Youth Negotiators Fellowship (AYNF) is a pan-African climate leadership programme equipping young people aged 15–35 with negotiation skills, policy knowledge, and UNFCCC engagement experience through structured training, mentorship, and climate diplomacy labs ahead of COP31.
The African Youth Negotiators Fellowship (AYNF) stands as one of Africa’s most ambitious youth-focused climate diplomacy initiatives, designed to strengthen the continent’s voice in global environmental governance. Now entering its fifth cohort, the fellowship continues to position itself as a transformative platform that develops a new generation of climate negotiators capable of influencing policy at national, regional, and international levels.
Implemented by the Green Africa Youth Organization (GAYO) in collaboration with the Environmental Protection Authority (EPA) Ghana and the Climate and Development Knowledge Network (CDKN), AYNF is not simply a training programme. It is a structured leadership pipeline that equips young Africans with the technical expertise, negotiation capacity, and strategic confidence required to actively participate in the United Nations Framework Convention on Climate Change (UNFCCC) processes.
At its core, the fellowship responds to a long-standing gap in global climate governance: the underrepresentation of African youth in high-level decision-making spaces. By building technical literacy and negotiation readiness, AYNF ensures that young leaders are not only present in these spaces but are also capable of shaping outcomes.
A Structured Multi-Phase Learning Journey
The fellowship is delivered through a carefully designed three-phase model that blends online learning, intensive training, and long-term mentorship. Each phase is intended to progressively build the participant’s competence and confidence in climate diplomacy.
The first phase begins with a mandatory foundational learning requirement. All applicants are required to complete the Climate Science 101 course hosted on the Ghana Climate Literacy Portal (GCLP). This course introduces essential concepts in climate science, policy frameworks, and environmental systems. Upon completion, applicants must upload their certificate as part of the application process.
This initial requirement ensures that all participants begin the programme with a shared baseline understanding of climate science. It also serves as an early indicator of commitment and readiness. In some cases, shortlisted applicants may be asked to complete additional learning modules, quizzes, or assignments before progressing further in the selection process.
The second phase consists of an intensive one-week hybrid training programme hosted in Ghana. This stage is widely regarded as the core capacity-building component of the fellowship. Participants engage in advanced negotiation simulations, policy drafting exercises, and structured workshops focused on climate governance.
During this phase, fellows are introduced to the architecture of the UNFCCC system, including how international climate agreements are negotiated, implemented, and monitored. They also explore regional policy intersections, learning how African climate priorities are articulated within global frameworks.
The hybrid nature of this training allows for both in-person collaboration and virtual participation, ensuring inclusivity and broader access for participants across the continent.
The third and final phase extends beyond the initial training week into a long-term mentorship and engagement period. Fellows participate in thematic negotiation labs, develop policy briefs, and receive continuous mentorship from climate experts and practitioners.
This phase is particularly focused on real-world application. Fellows are expected to engage in pre-COP31 preparation activities, participate during the COP31 negotiations, and contribute to post-COP analysis and policy reflection. This sustained engagement ensures that learning translates into tangible climate advocacy and leadership outcomes.
Building a Pipeline of African Climate Leaders
AYNF is built on the understanding that climate change is not only an environmental issue but also a governance and equity challenge. African countries, despite contributing the least to global emissions, are among the most affected by climate impacts. Within this context, youth voices are increasingly seen as essential in shaping equitable climate solutions.
The fellowship seeks to address this imbalance by preparing young Africans to confidently engage in diplomatic spaces where climate decisions are made. Participants are trained not only in technical knowledge but also in negotiation strategy, policy articulation, and leadership communication.
By strengthening these competencies, AYNF contributes to the development of a continent-wide network of youth negotiators who can represent African interests with clarity and authority.
Eligibility and Participation Requirements
The programme is open to citizens of African countries between the ages of 15 and 35 who demonstrate a strong commitment to climate justice and diplomacy. Applicants are expected to show either experience or a strong interest in climate policy at national or international levels.
A key eligibility requirement is the successful completion of at least one course on the Ghana Climate Literacy Portal, including the mandatory Climate Science 101 module. This ensures that all participants possess foundational knowledge before entering the fellowship.
Applicants must also demonstrate the ability to fully commit to all three phases of the programme, as continuity and active participation are essential to the fellowship’s learning model. Proficiency in English is required, as it serves as the official language of instruction throughout the programme.
The application deadline for the current cohort is set for April 30, 2026, at 11:59 P.M. GMT. Only shortlisted candidates will be contacted following the review process.
The Ghana Climate Literacy Portal: A Gateway to Learning
The Ghana Climate Literacy Portal (GCLP) serves as the entry point for all applicants. It provides structured courses, reading materials, and assessments designed to build foundational climate knowledge.
To access the portal, applicants are required to visit the platform, register or log in, and complete the Climate Science 101 course. The platform plays a critical role in standardising knowledge across applicants and ensuring that all fellows enter the programme with a strong theoretical grounding.
Strategic Partnerships and Continental Impact
AYNF is strengthened through strategic collaboration with key institutions, including the African Group of Negotiators (AGN) on Climate Change. These partnerships ensure that the fellowship remains aligned with real-world policy processes and provides participants with direct exposure to active negotiation environments.
Through its expanding network, AYNF continues to influence how youth engagement in climate diplomacy is structured across Africa. Its alumni are increasingly visible in national delegations, youth advisory bodies, and international climate forums.
A Growing Movement of Youth Climate Diplomats
Beyond training, AYNF represents a growing movement of young Africans who are redefining climate leadership. Fellows are not only learners but also emerging advocates, policy contributors, and negotiators who bring fresh perspectives to complex global challenges.
As the programme continues to evolve, its impact is reflected in the increasing presence of African youth in climate negotiations and policy discussions. The fellowship’s long-term vision is to ensure that African youth are not peripheral participants but central actors in shaping global climate futures.

Ultimately, the African Youth Negotiators Fellowship is more than a training initiative—it is a structured investment in Africa’s climate leadership future, one negotiation at a time.
