The Mining Qualifications Authority (MQA) has announced an opportunity for a suitably qualified candidate to join its team as an Administrator: Learning Programmes. This position forms part of the organisation’s ongoing efforts to strengthen skills development within South Africa’s mining and minerals sector.

Operating under the Department of Higher Education and Training, the MQA plays a central role in implementing skills development initiatives across industries such as coal, gold, platinum group metals, diamonds, cement, aggregates, and jewellery manufacturing. The appointment of a Learning Programmes Administrator is aimed at supporting these initiatives through effective project administration, documentation, and stakeholder coordination.

The position is classified at Paterson Grade B5, offering a remuneration package of R308,284.13 cost-to-company, with the possibility of a performance bonus of up to 20 percent.

Role Purpose

The Administrator: Learning Programmes will provide support to the Risk and Compliance unit, particularly in maintaining quality management systems related to training initiatives. The role focuses on enhancing process development, supporting internal quality assessments, and monitoring risk management activities that impact learning programme implementation.

The successful candidate will assist in ensuring that learning programmes run efficiently while maintaining compliance with governance standards and reporting requirements.

Key Responsibilities

The role includes a variety of administrative and operational duties across learning programme projects. One of the main responsibilities is assisting with the registration of learner agreements and ensuring that grant processing is completed on time. The administrator will also help determine the completion status of bursars and monitor learner participation to ensure adherence to allocation conditions.

Another key responsibility involves maintaining document management systems. The candidate will assist in managing records related to learner agreements, grant payments, and learning programme databases. Ensuring data integrity and availability of supporting documentation for reporting purposes will be a critical component of the job.

Stakeholder engagement also forms part of the position. The administrator will support responses to client queries, assist during stakeholder visits, and help identify opportunities to improve customer service related to learning programmes.

Financial support duties include assisting the Learning Programmes Manager in consolidating financial commitments and supporting the effective implementation of training initiatives.

In addition, the role includes governance-related tasks such as assisting with internal controls and ensuring compliance with administrative standards. General unit administration, including coordinating meetings, taking minutes, and arranging travel and accommodation for staff, will also be required.

Minimum Qualifications and Experience

Applicants must possess at least a National Senior Certificate or National Certificate Vocational (NQF Level 4). A National Diploma in Business Administration, Office Administration, Human Resources Development, or Human Resources (NQF Level 6) is required for the role. A Bachelor’s Degree in related fields at NQF Level 7 will be considered an added advantage.

Candidates should have a minimum of two years’ administration experience, with at least one year in a training or learning environment preferred. Experience working with management information systems within training environments will strengthen an application. Knowledge of the SETA environment is also advantageous.

Competencies and Skills

The ideal candidate should demonstrate knowledge of document management systems, administrative processes, and database administration. Familiarity with legislation related to education and training will be beneficial.

Required skills include project management, communication, interpersonal relations, report writing, and computer proficiency. The role also demands strong organisational abilities and attention to detail.
