Project Overview
This consultancy is part of GGGI’s ongoing work in the Pacific region, specifically supporting financial operations in Papua New Guinea, Solomon Islands, and Vanuatu. The selected consultant will work closely with the Finance Corporate Service (FCS) team, project managers, and headquarters staff to deliver accurate and timely financial reports. The role is structured to support efficient financial planning, monitoring, and reporting across multiple projects.
Purpose of the Role
The primary objective of this consultancy is to ensure high-quality financial reporting and budget management across GGGI’s Pacific portfolio. The consultant will be responsible for aligning project expenditures with approved budgets, maintaining compliance with donor requirements, and strengthening financial control systems.
This is a results-driven role that requires precision, analytical thinking, and the ability to manage multiple reporting deadlines simultaneously.
Key Responsibilities
The Finance and Budget Reporting Expert will undertake a wide range of financial management tasks. These include preparing monthly, quarterly, and annual financial reports for donors and internal stakeholders, ensuring that all reports meet GGGI and donor guidelines.
The consultant will also upload and manage project budgets within the ERP system, ensuring that financial data is accurate and up to date. A critical part of the role involves conducting budget-versus-actual analyses, identifying variances, and providing clear explanations to project managers and country representatives.
In addition, the consultant will prepare financial reconciliations and ensure that all financial records are audit-ready. This includes maintaining compliance with internal financial policies and donor grant agreements.
Collaboration is central to this role. The consultant will coordinate with project managers to verify budget alignment and ensure that expenditures are eligible under donor guidelines. Regular interaction with FCS teams across different locations will also be required to maintain consistency and accuracy in reporting.
Deliverables and Timeline
The consultancy is structured around four key deliverables, each tied to specific reporting milestones. The first report is due three weeks after the start of the contract, followed by subsequent reports at six, nine, and twelve weeks.
Each deliverable will include a detailed summary of activities completed, financial reports prepared, and a work plan for the next phase. Payments will be made upon successful submission and approval of each report.
All deliverables must be prepared in professional English, supported by evidence, and submitted in both editable and PDF formats. The consultant will also be required to revise reports based on feedback from GGGI within a specified timeframe.
Required Qualifications and Experience
To be considered for this role, candidates must hold a master’s degree in finance, accounting, business administration, or a related field. A minimum of five years of professional experience in budgeting, accounting, and financial reporting is required.
Candidates should also have at least three years of experience working with international donors such as DFAT, AFD, GCF, EU, ADB, or similar institutions. This experience is crucial for understanding donor compliance requirements and financial reporting standards.
Hands-on experience with ERP systems, particularly Unit4, is essential. Strong communication skills in English, both written and verbal, are also required to effectively collaborate with international teams.
Previous experience working with GGGI programmes is considered an advantage, although not mandatory.
