Relief Applications is recruiting a part-time, fully remote Proposal Writer to support humanitarian and consultancy projects through high-quality, compliant proposal development.
Relief Applications is a humanitarian consultancy and technology-focused organisation that supports aid actors through research, information management, MEAL, and digital solutions. To strengthen its business development capacity, Relief Applications is hiring a Proposal Writer (Fully Remote, Part-Time) to lead the development of high-quality proposals for consultancy projects across the humanitarian and development sectors.
This role is suited to an experienced proposal professional who understands the complexities of humanitarian work, public tenders, and consultancy-based delivery models. Working fully remotely, the Proposal Writer will play a central role in transforming technical expertise and innovative ideas into compelling proposals that secure new projects and partnerships.
A Key Role Within Business Development
At Relief Applications, proposals are more than administrative documents—they are strategic tools that communicate value, credibility, and impact. The Proposal Writer operates within the business development function, taking ownership of the full proposal development process for a range of consultancy opportunities.
These opportunities often involve Information Management (IM), Monitoring, Evaluation, Accountability and Learning (MEAL), technology development, and other research and advisory (RA) services. The role requires a strong understanding of how consultancy projects are structured, budgeted, and delivered in humanitarian and development contexts.
End-to-End Proposal Development
The Proposal Writer leads the proposal process from opportunity identification through to submission. This includes reviewing public tenders and calls for proposals published on platforms such as ReliefWeb, Coordination Sud, UNGM, and similar procurement portals.
Once a relevant opportunity is identified, the Proposal Writer develops detailed work plans, timelines, and budgets that align closely with the client’s Terms of Reference (ToR). Technical proposals are drafted to clearly articulate project phases, methodologies, deliverables, and team profiles, ensuring that each submission is both technically sound and client-focused.
A critical aspect of the role is tailoring each proposal to the specific needs of the client. The Proposal Writer ensures that all content directly addresses evaluation criteria, clearly demonstrates Relief Applications’ expertise, and avoids unnecessary or generic information that could weaken the proposal.
Collaboration Across Technical and Humanitarian Teams
Proposal development at Relief Applications is a collaborative effort. The Proposal Writer works closely with technical teams, including IT developers and information management specialists, as well as humanitarian experts specialising in MEAL, research, and programme support.
This collaboration ensures that proposed solutions are feasible, innovative, and aligned with real-world humanitarian challenges. The Proposal Writer coordinates inputs from multiple contributors, clarifies expectations, and integrates diverse perspectives into a coherent and persuasive proposal narrative.
In addition, the role involves close coordination with the Business Development Manager and other internal stakeholders. The Proposal Writer may organise and lead internal proposal meetings, assign tasks, track progress, and maintain clear communication with potential clients and partners throughout the proposal process.
Quality Assurance, Compliance, and Submission
Ensuring quality and compliance is a core responsibility of the Proposal Writer. Each proposal is carefully reviewed to confirm alignment with client requirements, donor rules, and Relief Applications’ internal standards. Attention is paid to formatting, eligibility criteria, scoring frameworks, and submission instructions.
The role also includes preparing supporting documentation such as annexes, financial offers, team CVs, and organisational profiles. Proposals are submitted through client portals or via email, strictly following submission procedures and deadlines.
After submission, the Proposal Writer supports follow-up activities, including confirming receipt and requesting feedback where appropriate. All proposal materials are systematically organised and stored for future reference, contributing to a growing library of templates and best practices.
Skills, Experience, and Qualifications
Relief Applications is seeking candidates with a Bachelor’s degree in International Development, Communications, Business, or a related field. A Master’s degree is an advantage, as are qualifications in Information Management, IT, computer science, or similar disciplines.
Candidates must have prior experience in proposal writing within the humanitarian, development, consultancy, or technology sectors. Experience working on IM, MEAL, technology, or research-focused consultancy projects is highly desirable.
Excellent written and verbal communication skills are essential. English is required, while French or Spanish is strongly recommended due to the international nature of Relief Applications’ work. Familiarity with Google Suite, Canva, and/or Figma is considered a plus.
The ideal candidate demonstrates strong attention to detail, the ability to manage multiple priorities under tight deadlines, and confidence in coordinating with both technical and non-technical teams.
A Flexible Role With Meaningful Impact
As a part-time, fully remote role, the Proposal Writer position offers flexibility while remaining deeply impactful. It is well suited to professionals who are self-directed, organised, and motivated by contributing to humanitarian outcomes through high-quality consultancy work.
Each successful proposal developed by the Proposal Writer represents an opportunity for Relief Applications to deliver innovative, accountable, and effective support to humanitarian actors worldwide.
Conclusion
The Proposal Writer role at Relief Applications is a strategic position that blends writing expertise, sector knowledge, and collaborative coordination. For experienced professionals seeking flexible remote work while making a tangible contribution to humanitarian and development efforts, this role offers both purpose and professional challenge.
