The World Bank Group is currently seeking an experienced and visionary Program Manager for Monitoring, Evaluation, and Knowledge Management to oversee the operations of the newly established Fund for Responding to Loss and Damage (FRLD). The Context of the Role

The position centers around the Fund for Responding to Loss and Damage (FRLD), a groundbreaking initiative established during COP27 and CMA4, and further reinforced at COP28 and CMA5. The FRLD aims to provide vital support to countries most vulnerable to the adverse impacts of climate change. Hosted and administered by the World Bank in Washington, D.C., the Fund’s Secretariat manages strategic relations, policy development, and resource mobilization, all under the guidance of the FRLD’s governing bodies.

Key Responsibilities

The Program Manager will lead the design, implementation, and continuous refinement of results frameworks and monitoring systems that track the Fund’s progress and impact. The role emphasizes organizational learning, knowledge management, and fostering a results-oriented culture across the FRLD’s operations.

  • Results Measurement and Reporting: Oversee the development of comprehensive results frameworks, coordinate the design of a web-based results management system, and produce annual reports that highlight achievements, lessons learned, and areas for improvement. This ensures transparency and accountability to stakeholders and donors.
  • Strategic Leadership: Provide high-level strategic guidance on the Fund’s results and knowledge agenda. Position FRLD’s outcomes within the broader global climate change dialogue, collaborating with partners like the Multilateral Climate Fund to align measurement approaches and amplify impact.
  • Knowledge Management and Organizational Learning: Lead the creation and dissemination of tools, guidelines, case studies, and lessons learned to foster a learning culture. Organize knowledge-sharing events, learning reviews, and reflection workshops that promote organizational growth and adaptive management.
  • Team Leadership: Support the recruitment and management of a dedicated team of internal and external experts. Mentor staff, monitor team performance, and foster professional development to ensure the delivery of high-quality results.
  • Technical Support and Capacity Building: Offer guidance to implementing agencies and country partners on M&E best practices. Assist in strengthening their capacity to design, manage, and utilize M&E systems for planning, implementation, and adaptive management of climate-related programs.
  • Communication and Dissemination: Develop targeted strategies to share evaluation findings and lessons learned with diverse audiences, including senior leadership, policymakers, and stakeholders. Facilitate workshops, briefings, and consultations to support strategic decision-making.

Qualifications & Experience

Candidates should possess a Master’s degree in Monitoring and Evaluation, Climate Change, Environment, Economics, or a related field. A minimum of 8 years of professional experience in designing and managing M&E systems—preferably within climate change or development sectors—is essential. Familiarity with multilateral development banks, climate funds, or related organizations will be highly advantageous.

Strong analytical skills, strategic thinking, and proven leadership capabilities are critical. Candidates must demonstrate excellent communication skills to effectively synthesize complex information and present it to diverse audiences.
