The Role: Program Assistant

Location: Bucharest, Romania
Grade: GC (General Service)
Term Duration: Three years (renewable based on performance and funding)

The Program Assistant will work under the supervision of the Country Manager and will be instrumental in ensuring smooth operations of the Bank’s activities in Romania, facilitating communication, logistical arrangements, and administrative support for the team.


Key Responsibilities

Program Support and Administrative Assistance:

  • Provide high-quality administrative support to the team, including drafting and formatting documents, reports, presentations, and correspondence in both English and Romanian. Ensure all materials meet Bank standards and are properly proofread and formatted.
  • Assist in organizing and coordinating events such as workshops, conferences, and meetings, including preparing agendas, logistical arrangements, and supporting documentation.
  • Support visiting missions by scheduling meetings, preparing briefing materials, handling travel logistics, and managing post-mission documentation.
  • Maintain accurate, organized filing systems—both electronic (SharePoint, internal portals) and paper-based—to ensure easy access to documents and records.
  • Input and update data in the Bank’s systems, such as the Admin Portal and Operations Portal, ensuring data integrity and confidentiality.

Support to the Country Manager and Regional Team:

  • Organize and prioritize the Country Manager’s schedule, including travel arrangements, meetings, and official engagements.
  • Prepare briefing notes, background documents, and summaries for internal and external meetings, ensuring timely delivery.
  • Draft correspondence and follow-up communications, ensuring clarity and professionalism.
  • Monitor and respond to incoming inquiries, escalating issues when necessary, and ensuring the timely flow of information.
  • Handle sensitive and confidential information with discretion and professionalism.
  • Establish and maintain files and databases related to the Country Office activities, projects, and key stakeholders.

Representation and Liaison:

  • Act as a point of contact within the office for internal and external stakeholders, including government officials, development partners, and private sector representatives.
  • Facilitate communication between the Bank’s headquarters, regional offices, and the Romania Country Office, ensuring information flows smoothly and efficiently.
  • Support the organization of high-level visits, events, and official delegations, ensuring all logistical and administrative aspects are managed effectively.

External Affairs Support:

  • Contribute to external engagement activities by supporting event organization, stakeholder engagement, and communication efforts.
  • Assist in maintaining databases of partners, vendors, government contacts, and media.
  • Ensure the availability of Bank-branded materials for outreach and events, coordinating with relevant teams to refill stock as needed.
  • Monitor the office inbox and manage inquiries related to external communications and stakeholder engagement.

Qualifications & Skills

  • Educational Background: A bachelor’s degree with at least 5 years of relevant experience; an equivalent combination of education and professional experience is also acceptable.
  • Language Skills: Fluency in both Romanian and English, with excellent written and oral communication skills in both languages.
  • Technical Skills: Proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and other relevant systems. Experience with Bank systems such as the Admin Portal and Operations Portal is an advantage.
  • Interpersonal Skills: Strong organizational abilities, diplomacy, and the capacity to work effectively with diverse stakeholders at all levels.
  • Additional Competencies: Ability to multitask, prioritize, and work under tight deadlines; proactive problem-solving skills; discretion in handling confidential information; and a team-oriented attitude.
