Upcoming Project: Livelihood Development in BARMM
Starting October 2024, Relief International will implement the livelihood development component of the “Project for Promoting Digital Birth Registration in BARMM,” funded by the United Nations High Commissioner for Refugees (UNHCR) with support from the Japan International Cooperation Agency (JICA). This initiative aims to improve economic access among 25 Sama Badjau communities across Sulu, Basilan, and Tawi-Tawi provinces. The project will work closely with local government units (LGUs), municipal planning and development offices, and agricultural agencies to foster sustainable livelihoods.
Position Overview
The Project Coordinator will assume a pivotal leadership role, overseeing the livelihood component of this multi-faceted project. The successful candidate will build strong collaborative relationships with local stakeholders, government agencies, and community leaders, ensuring smooth project implementation. They will serve as a technical resource in promoting livelihood development tailored to the unique context of the Sama Badjau communities.
Key Responsibilities
- Leadership & Management: Facilitate monthly updates, quarterly assessments, and reporting; coordinate with HR, finance, communications, and security teams; identify and mitigate risks; ensure the welfare of staff, volunteers, and beneficiaries.
- Representation & Stakeholder Engagement: Establish and maintain relationships with local government officials, community leaders, and indigenous peoples’ organizations; facilitate community acceptance and cooperation; mobilize resources from government and private sectors.
- Coordination: Align project activities with other UNHCR components and partners like CFSI and UNICEF; maintain open communication channels; orchestrate schedules across communities and LGUs for seamless implementation.
- Technical Guidance: Lead exploration and development of livelihood projects suitable to Sama Badjau capacities; provide technical inputs for community learning sessions focusing on aqua-marine-based activities, climate change adaptation, and economic empowerment; mobilize municipal LGUs for medium-term economic planning.
- Accountability & Reporting: Report to the Country Director; collaborate with communication teams; ensure compliance with safeguarding and protection principles; uphold RI’s standards and policies.
Qualifications & Competencies
- Bachelor’s degree in Fisheries, Marine Sciences, Anthropology, Community Development, Business Management, or related fields.
- Minimum of 5 years’ experience in community development, with preference for experience working within Sama Badjau communities.
- At least 5 years’ proven project management experience.
- Knowledge of aqua-marine livelihood development, market linkages, and related sectors.
- Residency in or near Tawi-Tawi or Basilan is preferred, with the ability to converse in the Sama Badjau language.
- Commitment to safeguarding and protection principles, aligning with RI’s policies.
