Why This Role Matters

Bangladesh faces frequent and severe natural disasters, and the revision of its Standing Orders on Disaster (SOD) is a critical step toward ensuring a coordinated, inclusive, and effective disaster response. Under the leadership of the Ministry of Disaster Management and Relief (MoDMR), this project will modernize and strengthen disaster preparedness and response strategies, aligning national policies with international frameworks such as the Sendai Framework, SDGs, and UN conventions on disaster risk reduction and climate resilience.

The Team Leader will provide technical guidance, strategic oversight, and project management support, playing a pivotal role in shaping Bangladesh’s disaster management policies for years to come.

Key Responsibilities

The Programme Policy Officer will lead and support the following activities:

  • Project Management & Coordination: Oversee the planning and execution of the SOD revision process, ensuring alignment with national and international standards, and coordinating with multiple stakeholders across government and development partners.
  • Data Collection & Monitoring: Develop robust systems to gather data, monitor progress, and ensure quality standards while reviewing relevant frameworks like the Sendai Framework and national disaster policies.
  • Work Plan Development: Prepare a comprehensive work plan for the revision process, incorporating stakeholder inputs, gender and inclusivity considerations, and detailed timelines.
  • Technical Support & Facilitation: Lead workshops, provide guidance, and offer technical support to MoDMR committees and stakeholders, ensuring collaborative and inclusive participation in the revision process.
  • Policy Research & Analysis: Conduct research into relevant policies, operational issues, and best practices, ensuring the revised SOD aligns with international commitments such as the SDGs, Paris Agreement, UNCRPD, and CEDAW.
  • Content Redrafting & Quality Assurance: Review and improve draft sections of the SOD, ensuring coherence, legal soundness, and practical applicability. Supervise junior staff and promote gender-sensitive and inclusive stakeholder engagement throughout the process.
  • Reporting & Risk Management: Prepare detailed reports, track project milestones, identify potential risks, and implement mitigation strategies to ensure timely, high-quality delivery of outputs.
  • Additional Duties: Perform any other activities necessary to support the successful revision of the SOD and strengthen disaster resilience in Bangladesh.

Qualifications & Experience

Candidates should meet the following criteria:

  • An Advanced University Degree (Master’s or equivalent) in Disaster Management, Environmental Science, Political Science, Development Studies, Social Science, or a related field.
  • Minimum 7 years of professional experience, including at least 4 years in managerial or supervisory roles related to disaster, climate change, resilience, or crisis management.
  • Fluency in both English and Bangla, with excellent communication and facilitation skills.
  • Demonstrated experience in disaster policy development, project management, stakeholder engagement, and international frameworks.
  • Strong analytical, organizational, and leadership skills, with experience supervising diverse teams.

Contract Details

  • Duration: 6 months, with the possibility of extension.
  • Location: Dhaka, Bangladesh.
