UNHCR Hiring: Durable Solutions Assistant (Multiple Locations)
In the heart of Tripoli, Lebanon—one of the country’s most vibrant yet challenged cities—an essential role is emerging to address some of the most pressing humanitarian needs. The United Nations High Commissioner for Refugees (UNHCR) is seeking a dedicated Durable Solutions Assistant to join its team and contribute to the ongoing efforts to support Syrian refugees and other displaced populations in Lebanon.
A Critical Role in a Complex Environment
Lebanon uniquely hosts the highest number of refugees per capita and per square kilometer globally. With an estimated 1.4 million displaced Syrians alongside thousands of other refugees and asylum seekers, the country faces immense humanitarian and social challenges. Refugees are dispersed across urban, rural, and informal settlements, often relying heavily on humanitarian assistance for survival.
Since December 2024, following significant developments in Syria, UNHCR has shifted its focus from large-scale repatriation to supporting voluntary, safe, and dignified return options for refugees who choose to return to Syria. The organization has developed a comprehensive Regional Operational Framework and an Inter-Agency Voluntary Return Action Plan, aiming to facilitate the voluntary return of up to 400,000 refugees by the end of 2025.
The Role of the Durable Solutions Assistant
Based in Tripoli, the Durable Solutions Assistant will play a pivotal role in implementing these plans on the ground. Their primary responsibility will be to support the safe and voluntary return of refugees by conducting individual counseling sessions, pre-assessment interviews, and voluntariness evaluations. They will work closely with other UNHCR teams—Protection, Registration, and Basic Assistance—to ensure that each refugee’s circumstances are thoroughly assessed and that all return procedures respect voluntariness and dignity.
This position involves regular involvement at community levels, including visits to Return Centers and community development hubs in the North Governorate and Akkar. The assistant will also engage with vulnerable groups, including children and adults with specific needs, to ensure they are not left behind in the process.
Understanding the Context
Lebanon’s North Governorate, which includes Tripoli and surrounding districts like El Koura and Zgharta, faces unique challenges. The city of Tripoli itself is Lebanon’s second-largest city and has long struggled with poverty and marginalization. Akkar, bordering Syria, experiences even higher levels of poverty—reaching a staggering 62% in 2022—and suffers from weak infrastructure and limited access to public services. The proximity to the Syrian border, combined with closed border crossings following recent hostilities, has further complicated the local economy and the lives of those living near the border.
The region’s history of reliance on cross-border trade and economic activities has been severely impacted by the ongoing conflict in Syria, leading to increased vulnerability among local populations and refugees alike.
Who Will the Assistant Work With?
The ideal candidate will collaborate with a wide array of stakeholders, including UNHCR colleagues, local authorities, NGOs, community leaders, and refugees themselves. They will need a solid understanding of protection principles, case management, and refugee counseling, as well as proficiency with UNHCR’s technical systems such as proGres, BIMS, RAIS, and Kobo.
Qualifications and Skills
Candidates should demonstrate professionalism, strong interpersonal skills, and a commitment to the well-being of displaced populations. Previous experience in protection case management, refugee counseling, or working within humanitarian settings in Lebanon or similar contexts will be highly valued. Fluency in English and Arabic is essential, and familiarity with the local context and languages will be an advantage.
