Remote Opportunity: UN Women is Hiring for a Monitoring, Reporting, Evaluation, and Research Specialist

About the Role
This consultancy position is designed for a seasoned professional with a strong background in gender-focused monitoring and evaluation, research, and data analysis. The successful candidate will work closely with UN Women’s Regional Office for Arab States (ROAS) to strengthen the organization’s results framework, enhance reporting processes, and support the development of innovative tools to monitor progress on gender equality initiatives.

UN Women, rooted in the vision of the United Nations Charter for equality, focuses on eliminating discrimination against women and girls, promoting their empowerment, and ensuring their full participation in development, peace, and security efforts. The Regional Office in Arab States oversees programs in 17 countries, working to ensure gender equality is embedded in policies, programs, and regional standards.
A core component of this work involves rigorous monitoring and reporting to demonstrate results, inform strategic decision-making, and communicate impact. The specialist will play a pivotal role in advancing these efforts, particularly as UN Women prepares for the upcoming 2026-2029 Strategic Note, which will include new results frameworks and indicators.
Key Responsibilities
The specialist will undertake a diverse range of activities, including:
- Research and Data Analysis: Leading bespoke research projects on strategic priorities such as the impact of the Gender Equality Marker and corporate volunteerism. This includes designing research tools, conducting surveys, interviews, focus groups, and analyzing data using software like Stata, R, SPSS, and Atlas.ti.
- Strategic Review: Conducting comprehensive reviews of UN Women ROAS’s coordination results under the current Strategic Note, identifying gaps, opportunities, and areas for strengthening gender-responsive coordination within the UN system. This involves desk reviews, developing data collection methodologies, and analyzing qualitative and quantitative data.
- Indicator Development: Creating innovative monitoring frameworks, indicator sets, and methodological notes to measure progress in coordination, normative results, private sector engagement, and gender equality initiatives aligned with global standards.
- Capacity Building: Designing and delivering training sessions and developing analytical tools to enhance gender-responsive planning, monitoring, and reporting capacities within UN Women offices, UN Country Teams, and regional gender groups.
- Reporting and Quality Assurance: Leading the quality assurance of ROAS’s corporate reports, including mid-year and annual reports, ensuring accurate indicator measurement and adherence to UN Women’s standards.
- Additional Tasks: Performing other related duties to support UN Women’s monitoring and evaluation objectives.
Work Environment and Travel
This is primarily a home-based consultancy, providing flexible working arrangements. If travel becomes necessary—for instance, to attend meetings or conduct field assessments—UN Women will cover all related costs in accordance with travel policies.

Qualifications
- Education: Master’s degree (or equivalent) in data analysis, social sciences, gender studies, development, or related fields. Exceptional candidates with a first-level university degree plus additional relevant experience may also be considered.
- Experience: At least seven years of progressively responsible experience in monitoring, evaluation, research, or related areas, with a focus on gender and human rights issues. Experience working within the UN system and familiarity with the Arab States region are highly desirable.
- Languages: Fluency in English is mandatory; knowledge of Arabic or French is an asset.
