Role Overview: Project Manager – Women in Innovation
Plan International Jordan is seeking a seasoned and dynamic Project Manager to lead a pivotal project titled “Women in Innovation.” This 30-month initiative aims to strengthen women-led entrepreneurship and economic empowerment in Jordan, with particular emphasis on rural and underserved areas. The Project Manager will be responsible for steering the project’s planning, implementation, and monitoring, ensuring all activities align with project objectives, donor requirements, and organizational standards.
Based in Amman, Jordan, the Project Manager will work closely with a consortium of international and national partners led by the Royal Scientific Society – iPARK, alongside organizations such as Plan Netherlands, Durrat Al Manal for Development and Training, and the Royal Society for the Conservation of Nature (RSCN). The role entails frequent travel across Jordan to project sites, engaging with stakeholders, and overseeing diverse activities designed to foster sustainable women’s entrepreneurship.
Purpose and Objectives of the Project
The “Women in Innovation” project is built around four strategic pillars:
- Enhancing Infrastructure for Women-Led Startups: Facilitating business development through training, capacity building, and establishing supportive environments for women entrepreneurs.
- Accelerating Startup Growth: Providing advisory services, facilitating access to finance, and unlocking new market opportunities for women-led businesses.
- Fostering an Enabling Ecosystem: Strengthening community organizations, advocating for policy reforms, and improving market access for women entrepreneurs.
- Driving Social Change: Promoting gender-inclusive policies, challenging societal norms through awareness campaigns, and advocating for broader gender equality.
The overarching goal is to promote sustainable employment, income generation, and social acceptance of women-led enterprises, ultimately improving the quality of life for women and their families.
Key Responsibilities and Accountabilities
Coordination and Stakeholder Engagement
The Project Manager will serve as the central figure in coordinating activities among diverse stakeholders. This includes maintaining strong communication channels with internal teams—such as program, finance, procurement, and MERL—and external partners, government agencies, community leaders, and donors.
They will represent Plan International and the consortium in meetings, forums, and community engagements both at local and national levels. Building and nurturing relationships with stakeholders is vital to facilitate project acceptance, foster ownership, and ensure seamless collaboration.
Program Implementation and Management
Leading the day-to-day implementation of the project, the Project Manager will oversee planning, execution, and monitoring of activities to meet targeted objectives. This involves managing the project budget—forecasting expenses, tracking expenditures, and participating in budget revisions.
Regular field visits will be essential to monitor activities, assess progress, and address challenges proactively. The Project Manager will prepare periodic reports on activities and finances for the national and international offices, ensuring transparency and accountability.
Technical Oversight and Capacity Building
The role demands active engagement in designing and implementing strategies that support women entrepreneurs. Collaborating with technical specialists, the Project Manager will contribute to developing support tools, training modules, and knowledge-sharing initiatives.
Participation in sector coordination meetings, research activities, and proposal development will also be part of the role. Additionally, supporting the operations of the SOYEE Center of Excellence and engaging in networking efforts will help sustain project impact.
Gender Equality, Child Protection, and Inclusion
Ensuring that all project activities comply with Plan International’s policies on safeguarding children and promoting gender equality is a core responsibility. The Project Manager will lead efforts to embed these principles into programming and organizational culture, fostering an inclusive environment for women entrepreneurs and vulnerable groups.
Qualifications and Experience
The ideal candidate will bring a minimum of 5 to 7 years of progressive experience in project management within youth livelihoods, social enterprise, or economic empowerment sectors. A university degree in Social Work, Business, Social Sciences, or related fields is essential.
Experience working with youth projects, livelihoods development, and social enterprise—particularly within humanitarian or refugee contexts—is highly valued. Demonstrated expertise in managing budgets exceeding US$1 million, working with diverse partners, and engaging with donors such as BMZ, GIZ, EU, and MADAD is desirable.
A strong understanding of Jordan’s legal and policy frameworks related to business and income-generating activities, coupled with excellent communication skills in both Arabic and English, will ensure the candidate’s success.

The position is a fixed-term contract for six months, renewable based on performance and funding availability. The Project Manager will report to the Head of Programs and operate at Grade 15 level.
