Join WFP as a Programme Assistant (Multiple Locations)

The Programme Assistant will be instrumental in supporting the efficient management of partnerships and financial processes with NGOs and other cooperating partners in Cameroon. By ensuring smooth administrative and financial workflows, this role directly contributes to the delivery of timely, effective assistance to millions of people facing food insecurity and related crises in the region.


Key Responsibilities

Supporting Partner Payments:

  • Collect, verify, and process supporting documents required for partner payments to ensure compliance.
  • Create Service Entry Sheets (SES) within WINGS, the WFP financial management system.
  • Match invoices with supporting documentation, upload files into the Invoice Tracking System (ITS), and maintain accurate records.
  • Update databases regularly and share payment information with field offices weekly to facilitate transparency and accountability.

Facilitating CPC Meetings (Country Programme Committee):

  • Review budget proposals from NGOs to ensure alignment with WFP policies and expectations.
  • Schedule and coordinate CPC meetings involving voting members, field offices, and activity managers.
  • Analyze data and prepare summaries to ensure recommendations are reflected before signing agreements.
  • Draft Notes for the Record (NFRs) within two days of meetings to document key decisions and follow-up actions.

Managing Field-Level Agreements (FLAs):

  • Initiate FLAs using the digital signing platform, Partner Connect, guiding partners through the process.
  • Ensure all agreements are properly signed, stamped, and archived according to protocol.
  • Monitor budget execution, ensuring timely posting of provisional SES and closure of purchase orders.
  • Analyze discrepancies between invoice payments and transferred amounts, reporting issues for resolution.

Documentation and Archiving:

  • Register all signed agreements and related data, including purchase order numbers and commitments.
  • Track and archive partner evaluations, capacity assessments, and performance reviews.
  • Ensure key documents are uploaded to Teams and other systems for easy access and audit readiness.

Minimum Qualifications

Educational Background:

  • A university degree in Economics, Finance, Project Management, Accounting, Business Administration, or a related field is required or highly desirable.

Professional Experience:

  • At least 3 years of relevant experience working with NGOs, private sector entities, or international organizations.
  • Experience in partner management or financial administration is an asset.
  • Prior experience with UN agencies or multilateral development organizations is advantageous.

Skills & Knowledge:

  • Strong organizational skills, attention to detail, and the ability to meet deadlines.
  • Excellent communication skills in both English and French (spoken and written).
  • Familiarity with WFP systems (ITS, CPC, UNPP, Partner Connect) is preferred.
  • Proficiency in Microsoft Office Suite and document management tools.
  • Capable of conducting data analysis, visualization, and presenting findings effectively.
  • Comfortable delivering training sessions and public speaking.
