The International Maritime Organization (IMO), a specialized agency of the United Nations dedicated to ensuring safe, secure, and environmentally sound shipping, is inviting applications for a key consultancy role supporting Ukraine’s maritime sector. About the Position
This consultancy, designated CA 25-03, is a 40-day assignment remunerated at US$500 per day. It is designed to provide specialized technical support to the Ukrainian maritime authorities, focusing on assessing the condition of existing maritime safety, navigation, and security equipment across key ports and maritime facilities.
Under the overall supervision of the Director of the Technical Cooperation and Implementation Division, the successful candidate will work closely with IMO’s international consultants on the ground, providing vital insights, coordination, and expertise to identify and address critical equipment gaps that hinder compliance with international maritime standards.
Main Duties and Responsibilities
The consultant’s primary role involves conducting on-site visits to significant ports, Search and Rescue (SAR) stations, and maritime communication facilities to evaluate the operational status of safety and security equipment. They will verify the equipment needs outlined in the Ukrainian authorities’ IMO Needs Assessment Report, ensuring accuracy and relevance.
Key responsibilities include coordinating with Ukrainian maritime authorities, port operators, SAR teams, and security agencies. The consultant will conduct interviews with maritime security personnel to understand practical challenges and gather expert opinions on the technical and operational requirements for infrastructure upgrades.
A crucial aspect of the role involves analyzing local market conditions—cross-checking equipment price estimates with suppliers and procurement agencies, and identifying potential local sources for maritime safety equipment procurement. The consultant will also provide market analysis on the availability and costs of critical maritime equipment, supporting the development of realistic and cost-effective solutions.
Further duties include arranging logistical support for international consultants’ field visits, accompanying them during site inspections, facilitating communication through translation, and ensuring all necessary documentation and insights are collected for thorough analysis.
The consultant will submit weekly progress reports, providing updates on data collection activities. They will produce a comprehensive final report summarizing field findings, verified equipment needs, infrastructure gaps, and estimated costs. Additionally, a stakeholder consultation summary will be developed, capturing key insights from interviews and site visits.
Supporting the development of the final project scope and cost estimates, the consultant will contribute validated data and participate in project meetings—both remote and in-person as required.
Candidate Profile
To succeed in this role, the candidate must possess a strong background in Ukrainian maritime safety, port operations, or security, with at least ten years of progressive experience in these sectors. Familiarity with IMO regulations, maritime security operations, Search and Rescue systems, and procurement procedures for maritime equipment is essential.
Fluency in Ukrainian and English is required for effective communication with diverse stakeholders. The candidate should also demonstrate excellent report writing, analytical skills, and the ability to manage time efficiently.
Educational and Technical Requirements
An advanced university degree in maritime studies, port administration, business, law, or a related field is essential. Proficiency in relevant IT applications, including advanced MS Office skills, is expected.
