A Key Role in Support of Syria’s Recovery and Development Efforts

In the midst of ongoing recovery and reconstruction efforts in Syria, the International Labour Organization (ILO) has announced a vacancy for a Planning, Monitoring, and Evaluation (PME) Officer based in Damascus. This critical position, listed as Grade P3, is designed to strengthen the organization’s capacity to oversee and evaluate its extensive programmes aimed at fostering decent work, social protection, and economic stability in a challenging environment.

About the ILO’s Work in Syria

The ILO is actively engaged in supporting Syria’s national recovery, focusing on promoting livelihoods, decent jobs, and social protection reforms. Through its Programme of Support (PoS), the organization aligns its activities with the broader UN transitional action plan, working closely with various UN agencies and local stakeholders. Initiatives launched in 2025 include employment-intensive infrastructure projects in Aleppo, social protection reforms, enterprise skills assessments, and a comprehensive Labour Force Survey (LFS) to provide better labour market data.

Given the scope and complexity of these activities, the ILO recognizes the importance of robust planning, monitoring, and evaluation systems to measure progress, inform decision-making, and ensure that interventions effectively contribute to sustainable recovery.

The Role of the PME Officer

The Planning, Monitoring, and Evaluation Officer will serve as a cornerstone in this effort, responsible for overseeing the quality and effectiveness of the ILO’s programmes in Syria. Reporting directly to the Syria Country Coordinator and supporting the Regional Programming Unit (RPU) at the ILO regional office, this professional will ensure that all activities are systematically tracked, evaluated, and reported, fostering transparency and accountability.

This role is essential for translating complex project data into actionable insights, supporting the organization’s commitment to evidence-based policymaking, and strengthening coordination with UN partners.

Core Responsibilities and Key Contributions

1. Ensuring Quality Monitoring and Evaluation

Develop and oversee the methodologies for monitoring and evaluating the ongoing projects and the overall Programme of Support.
Provide technical support to project teams and partners to ensure data collection aligns with international standards and best practices.
Coordinate baseline assessments, surveys, and evaluations, including thematic reviews and impact assessments, to measure the results and impact of programmes.

2. Supporting Project and Programme Oversight

Collaborate closely with Decent Work Technical Support teams, project managers, and technical advisors to ensure compliance with monitoring frameworks and evaluation standards.
Support the planning and implementation of decentralized evaluations, ensuring they meet ILO policies and quality benchmarks.
Assist in preparing detailed reports, including donor updates, management briefs, and project reviews, integrating lessons learned and recommendations.

3. Promoting Knowledge Sharing and Best Practices

Facilitate the dissemination of evaluation findings, success stories, and lessons learned across internal and external stakeholders.
Contribute to the development of guidelines, manuals, and tools for monitoring and evaluation tailored to Syria’s context.
Support capacity building initiatives, including training staff and partners on results-based management (RBM) and evaluation methodologies.

4. Contributing to UN and National Reporting

Play an active role in the preparation of the Country Results Report (CRR) and other strategic documents, ensuring accurate and comprehensive documentation of progress and challenges.
Support participation in UN interagency groups and thematic working groups to promote a cohesive, system-wide approach to planning and evaluation.

5. Resource Mobilization and Policy Dialogue

Assist in identifying opportunities for joint programming, resource mobilization, and partnership development based on evaluation insights.
Support policy dialogue with government authorities and stakeholders, advocating for evidence-based interventions and reforms.

6. Other Duties

Perform miscellaneous tasks as required, including drafting briefing notes, preparing presentations, and supporting programme management activities.

Qualifications and Competencies

The ideal candidate will possess an advanced university degree in economics, public administration, social sciences, or a related field, complemented by at least five years of professional experience in programme or project monitoring and evaluation, preferably in an international context.

Fluency in English is mandatory, and proficiency in Arabic is considered an asset. Candidates should demonstrate strong technical skills in monitoring and evaluation methods, including theories of change, logical frameworks, and results-based management.

Exceptional organizational skills, the ability to work independently under pressure, and experience in working within multicultural environments are essential. The candidate must also show a commitment to gender equality, diversity, and inclusion.
