Home-Based Consultancy Opportunity with the International Maritime Organization (IMO)

About the Position

This consultancy, designated CA 25-03, is scheduled for a 40-day engagement, with compensation set at US$500 per day. The project is overseen by the IMO’s Technical Cooperation and Implementation Division, under the guidance of the Director of the division. The primary focus is to support Ukraine in addressing critical gaps in maritime equipment and infrastructure, which are essential for maritime safety, navigation, and security.

The consultant will be instrumental in conducting field assessments, providing technical expertise, and assisting in the development of a comprehensive report that identifies equipment needs, infrastructure gaps, and potential local procurement options.

Main Responsibilities

The consultant will operate primarily remotely but will be expected to carry out several key activities:

  • On-Site Assessments: Conduct virtual or on-the-ground visits to key Ukrainian ports, Search and Rescue (SAR) stations, and maritime communication facilities to evaluate the condition of existing maritime safety, navigation, and security equipment.
  • Gap Analysis: Identify critical deficiencies in equipment availability and operational effectiveness, validating the list of needs provided by Ukrainian authorities in the IMO Needs Assessment Report.
  • Stakeholder Engagement: Coordinate with Ukrainian maritime authorities, port operators, SAR teams, and security agencies. The consultant will facilitate structured interviews to understand practical operational challenges faced by maritime security personnel.
  • Technical and Operational Insights: Gather expert opinions on infrastructure upgrades, technical requirements, and funding needs, documenting stakeholder feedback for further analysis.
  • Market and Procurement Analysis: Cross-check equipment price estimates with local suppliers and procurement agencies, identifying options for local procurement of maritime safety and security equipment.
  • Logistical Support: Arrange necessary logistical and administrative support for the field visits of international consultants, including accompanying them during site inspections and providing translation and coordination as needed.
  • Reporting and Documentation: Ensure all relevant documents, reports, and local insights are collected and prepared for comprehensive analysis.
  • Progress Reporting: Submit weekly updates on data collection activities, ensuring transparency and ongoing monitoring of the project’s progress.
  • Final Deliverables: Produce a detailed report of field findings, including verified equipment needs, infrastructure gaps, and cost estimates, along with a stakeholder consultation summary highlighting key insights from interviews and site visits.
  • Final Contributions: Support the development of the final costing and scoping report by providing validated field data and insights, and participate in project-related meetings, both remote and in-person, as required.

Qualifications and Competencies

The ideal candidate will bring a robust background in maritime safety, security, or port operations within Ukraine, with at least ten years of progressive professional experience. They should possess a deep understanding of IMO regulations, maritime security operations, and SAR systems, along with familiarity with procurement processes and equipment pricing.

Key competencies include excellent report writing and analytical skills, effective time management, and the ability to build strong working relationships with diverse stakeholders. Fluency in Ukrainian and English, both written and spoken, is essential, with additional UN languages considered an asset.

Educational and Technical Requirements

Candidates should hold an advanced university degree in maritime affairs, port administration, business, law, or a related field. Proficiency in relevant IT applications, especially MS Office, is required, supporting efficient data management and report preparation.
