The CIVICUS Monitor is a comprehensive online platform dedicated to providing detailed information on civic space—defined as the respect, both in law and in practice, for the fundamental freedoms of association, expression, and peaceful assembly, as well as the state’s obligation to protect civil society. Covering 198 countries and territories worldwide, the Monitor offers crucial insights into the state of civic freedoms through a systematic and rigorous methodology to calculate civic space ratings for each country and territory.

To ensure accuracy and relevance, the CIVICUS Monitor collaborates with over 20 regional research partners across the globe. These partners regularly contribute updates on civic space developments, including recent legal and practical restrictions or advancements in their respective regions. These updates are published periodically to inform stakeholders and support advocacy efforts.

The CIVICUS team is seeking a short-term research consultant to assist in drafting and editing updates for various countries, with a particular focus on the Asia-Pacific region. Each country update aims to showcase recent developments concerning freedoms of association, expression, and peaceful assembly, as well as the state’s duty to protect these freedoms. In some cases, the consultant’s role will involve primarily editing and verifying existing information, while in others, additional research will be necessary to ensure these updates are accurate, comprehensive, and reflective of current realities.

Qualifications and Experience

The ideal candidate for this consultancy should possess the following background and skills:

  • A Master’s degree in relevant fields such as Political Science, Law, Sociology, International Relations, Journalism, or related disciplines. However, candidates with substantial relevant experience may be considered even without a formal Master’s degree.
  • A minimum of three years of professional experience working directly with civil society organizations, human rights defenders, or related advocacy groups.
  • A strong understanding of global civil society dynamics, human rights issues, and development trends, with particular familiarity with civic space developments in the Asia-Pacific region.
  • Knowledge of international human rights frameworks related to fundamental freedoms of association, peaceful assembly, and expression.
  • Basic computer literacy, with experience in web-based content publication considered an advantage.
  • Prior experience in drafting and editing documents for publication, preferably in English.
  • Well-organized and capable of working independently, managing deadlines effectively.
  • Demonstrated ability to analyze complex information, identify trends, and present findings clearly.
  • Excellent verbal and written communication skills in English.

Budget and Proposal Submission

Applicants are requested to submit a detailed proposal that includes an accompanying budget, specifying their proposed daily and hourly rates. The consultancy will be engaged on a need-based basis, with the possibility of starting immediately.
