Terms of Reference (ToR) for Consultancy: Data Entry – Civic Space Incident Form
Background
The CIVICUS Monitor is a comprehensive online platform dedicated to tracking and analyzing the state of civic space—defined as the respect, in law and in practice, of fundamental freedoms of association, expression, and peaceful assembly, along with the state’s obligation to protect civil society. Covering 198 countries and territories, the Monitor offers detailed assessments and ratings based on an elaborate methodology that evaluates civic space conditions globally.
The platform collaborates with over 20 regional research partners worldwide, who contribute updates on civic space developments, restrictions, and incidents. These updates are published regularly throughout the year, providing an authoritative resource for civil society organizations, researchers, policymakers, and the public.
In anticipation of the upcoming People Power under Attack (PPUA) annual report, scheduled for release each December, CIVICUS seeks to ensure that all recent civic space incidents and updates are accurately recorded and reflected in their data systems. To support this effort, a dedicated consultant will be engaged to lead the data entry process, systematically recording civic space incidents from the published Monitor updates into the designated civic space data incident form.
Objective of the Consultancy
The primary objective of this consultancy is to facilitate accurate, timely, and comprehensive data entry of civic space incidents reported in the latest CIVICUS Monitor updates. This data will underpin the analysis and reporting in the upcoming PPUA report, contributing to a better understanding of trends, restrictions, and violations affecting civic space worldwide.
Scope of Work
The consultant will:
- Review the latest CIVICUS Monitor updates and reports related to civic space developments across the 198 countries and territories.
- Extract relevant civic space incident data, including but not limited to restrictions on freedoms of expression, assembly, association, and other relevant violations or positive developments.
- Enter this data meticulously into the designated civic space incident record form or database, ensuring consistency, accuracy, and completeness.
- Follow the prescribed data entry guidelines and methodology provided by CIVICUS.
- Maintain organized records of all entries and ensure data quality by verifying entries for accuracy.
- Collaborate with CIVICUS staff for clarifications or questions related to incident classification or data categorization.
- Submit completed data entries within agreed deadlines and prepare summary reports as required.
Qualifications, Skills, and Experience
- Educational Background: Pursuing or having completed a minimum of a bachelor’s degree in fields such as international relations, political science, human rights, social sciences, or related disciplines. (Students are encouraged to apply.)
- Languages: Excellent proficiency in written and spoken English.
- Interpersonal and Communication Skills: Well-developed interpersonal skills and the ability to communicate effectively with team members and stakeholders remotely.
- Research and Analytical Skills: Knowledge or experience in human rights research, monitoring, and analysis tools is desirable.
- Technical Skills: Proficiency in Excel, data management, and familiarity with online data collection and analysis platforms.
- Work Environment: Ability to work independently in a remote setting, demonstrate self-motivation, and manage workload effectively to meet deadlines.
- Additional Skills: Attention to detail, organizational skills, and the capacity to handle sensitive information responsibly.
Duration of the Consultancy
This consultancy is expected to commence in June 2025 and will continue through December 2025, with flexible engagement based on the publication schedule of Monitor updates. The workload may fluctuate depending on the volume of updates and incidents published, with increased activity anticipated in the period leading up to the December report.

Interested candidates are invited to submit a comprehensive proposal by Close of Business (COB), 26 May 2025, comprising the following elements:
- Motivation/Interest: A brief statement explaining your interest in this consultancy and how your skills and experience align with the scope of work.
- Experience and Capabilities: An updated CV highlighting relevant experience, including specific examples of past work related to data entry, research, or human rights monitoring. Include samples of previous work if available.
- Activities, Timeline, and Budget:
- A proposed daily and hourly rate, expressed in United States Dollars (USD).
- If based in South Africa, rates should be provided in South African Rand (ZAR).
- A suggested timeline outlining weekly availability and anticipated workload, noting periods of increased activity (e.g., October-November).
- Availability: Clear statement of your weekly availability, including the expected hours per week and any flexibility for increased workload during peak periods.
