The Stop TB Partnership, hosted by UNOPS, is seeking highly experienced and innovative professionals to join their roster of Consultants for a vital project aimed at accelerating the fight against tuberculosis (TB). This is an exceptional opportunity for seasoned experts in health financing, digital health, innovation, and public health to contribute to a groundbreaking global health initiative from the comfort of their home office.
About the Role
As an Innovations Consultant (Roster), you will be a key driver in supporting the Stop TB Partnership’s mission to end TB by 2030. Working within a dynamic, multi-disciplinary team, you will provide strategic expertise across various technical domains, helping to catalyze, incubate, and scale innovative solutions in TB prevention, diagnosis, treatment, and health systems strengthening.
This role is designed as a flexible, retainer-based engagement, allowing you to contribute your expertise on an as-needed basis over a 12-month period. With a focus on fostering innovation and supporting global health efforts, this position offers the chance to make a tangible difference in the lives of millions affected by TB worldwide.
Key Responsibilities
The Innovations Consultant will support Stop TB Partnership initiatives across several technical domains, including but not limited to:
1. Health Financing Innovation
- Conduct comprehensive situational analyses and feasibility assessments for innovative financing models aimed at increasing investment in TB programs.
- Explore the potential of financial instruments such as bonds, mutual funds, exchange-traded funds, and digital currencies to mobilize resources.
- Assess health insurance and social protection schemes to enhance coverage and sustainability of TB healthcare services.
2. Human-Centered Design (HCD) and People-Centered Approaches
- Develop frameworks and metrics to embed people-centered design into TB programs.
- Equip teams with tools to better understand community needs, preferences, and barriers.
- Facilitate co-creation processes with communities and stakeholders to develop locally owned and relevant solutions.
- Promote rapid testing, iteration, and adaptation of interventions to improve their relevance and effectiveness.
3. Digitally-Enabled Health Systems and AI Solutions
- Define visions for integrated, interoperable digital health ecosystems tailored to country contexts.
- Advise on technical integration, data privacy, and public-private partnerships.
- Oversee or develop digital health systems, including AI applications, dashboards, and platforms such as DHIS2.
- Incorporate emerging innovations from other domains to enhance digital health infrastructure.
4. TB Diagnostics and Prevention Evaluation
- Support economic evaluations, modeling, and research studies to assess TB diagnostics and prevention strategies.
- Lead or contribute to research publications, white papers, and policy briefs to inform global TB strategies.
5. TB Vaccines
- Assist in planning and executing the roll-out of TB vaccines at country and global levels.
- Develop content, including technical reports, white papers, and presentation materials.
- Organize consultations and stakeholder engagements to facilitate vaccine introduction and acceptance.
6. Innovation Launch and Scaling
- Conduct market research to assess readiness, identify target users, and monitor trends.
- Develop comprehensive launch plans, including timelines, communication channels, and stakeholder engagement.
- Support continuous improvement of innovations’ deployment and scale-up strategies.
7. Business Development and Strategic Positioning
- Develop and update the innovation portfolio, including strategies, work plans, and KPIs.
- Map potential donors, investors, and partners; support outreach and engagement.
- Prepare proposals, pitch decks, and concept notes to secure funding for innovation initiatives.
Who Should Apply?
The ideal candidate will demonstrate:
- An advanced university degree (Master’s or equivalent) in business, economics, engineering, public health, social sciences, or related fields. An additional two years of relevant experience may substitute for an advanced degree.
- At least seven (7) years of professional experience in health financing, digital health, TB diagnostics, vaccines, innovation deployment, or related areas.
- Proven experience working with government health ministries, private sector entities, NGOs, or international organizations.
- Familiarity with TB or global health programs is highly desirable.
- Ability to work independently in a home-based environment, with strong organizational and communication skills.
- Fluency in English is mandatory; knowledge of other UN language(s) is advantageous.

Contract Details
- Type: Individual Contractor Agreement (ICA) on a retainer basis.
- Level: ICS-11.
- Duration: 12 months, renewable based on performance and needs.
- Location: Home-based, flexible working arrangement.
