UNFPA Seeks Technical Experts for Demographic Change and Development – Home-based/Fully Remote
The United Nations Population Fund (UNFPA) is inviting qualified professionals to apply for a vital consultancy role within its Population and Development Branch (PDB), Programme Division. This opportunity is aimed at experienced technical experts specializing in demographic change and development, offering a chance to contribute to shaping global policies and advancing the UNFPA’s mission during a pivotal year for population issues.
About the Role
This consultancy position is designed as a home-based assignment, with a duration of approximately 206 work days spanning from June 15, 2025, to March 31, 2026. The selected expert will work closely under the guidance of the Senior Adviser on Economics and Demography, supporting UNFPA’s engagement in key international forums, strengthening analytical capacity, and fostering cross-sectoral collaboration on demographic issues.
Context and Significance
Demographic change—such as aging populations, declining fertility, migration, and urbanization—plays a crucial role in shaping a nation’s social, economic, and political landscape. Countries worldwide are grappling with the implications of these shifts: some are concerned about overpopulation, while others face the challenges of low fertility and aging societies. UNFPA’s focus is on understanding these dynamics, especially their gender and Sexual and Reproductive Health and Rights (SRHR) implications, which influence policies on pensions, healthcare, labor markets, and social protection.
Recent global agreements, including the Pact of the Future and the 2024 Quadrennial Comprehensive Policy Review (QCPR), emphasize international cooperation in addressing demographic trends and integrating population issues into development agendas. 2025 is a landmark year, with major conferences and forums—such as the International Conference on Financing for Development, the International Population Conference, and the Global Symposium on Ageing—presenting opportunities to shape global discourse and policy.
Purpose of the Consultancy
The primary goal of this consultancy is to support UNFPA’s strategic engagement in these global platforms and international fora, ensuring that demographic change and rights-based policies are central to discussions. The expert will also bolster UNFPA’s analytical and programmatic activities, particularly as the organization prepares to implement its upcoming strategic plan (2026-2029), which emphasizes data-driven approaches, demographic dividends, and resilience strategies.
Key Responsibilities
Technical Analysis and Research:
- Conduct comprehensive analyses on how demographic trends—such as aging, migration, urbanization, and low fertility—impact development challenges like poverty, inequality, and climate change.
- Examine trends in development assistance, including Official Development Assistance (ODA) and private aid, supporting the implementation of the ICPD Programme of Action.
- Support the development of frameworks on demographic resilience and dividends, including tools like National Transfer Accounts and demographic indicator sets.
- Draft technical papers, policy briefs, and reports to inform policy dialogues and decision-making.
Programmatic Support:
- Facilitate the organization of the Global Symposium on Ageing and Low Fertility scheduled in Seoul.
- Promote system-wide collaboration among UN agencies on demographic issues and sustainable development.
- Contribute to key global events such as the 30th International Population Conference and the 2nd World Summit on Social Development.
- Assist in establishing an external advisory body on demographic futures, providing strategic insights and recommendations.
- Prepare speeches, briefing notes, agendas, and support other logistical preparations for meetings and conferences.
Other Duties:
- Support the ongoing relocation of UNFPA’s headquarters activities from New York to Nairobi.
- Perform additional tasks as needed to support UNFPA’s corporate objectives and operations.
Expected Deliverables and Timeline
The consultancy’s deliverables are structured around specific milestones from June 2025 through March 2026, including:
- Supporting UNFPA’s participation in the International Population Conference 2025.
- Developing system-wide collaboration work plans among UN agencies.
- Contributing to demographic resilience reviews and demographic dividend frameworks.
- Organizing and supporting the Global Symposium on Ageing and Low Fertility.
- Analyzing development aid flows and trends in population-related financing.
- Preparing final reports and technical papers based on global discussions and symposium outcomes.
Qualifications and Experience
Candidates should possess:
- An advanced university degree in economics, demography, sociology, statistics, or related social sciences.
- At least five years of experience working on demographic and development linkages, data analysis, and policy formulation.
- Proven research record, with publications in peer-reviewed journals preferred.
- Knowledge of frameworks like National Transfer Accounts, demographic dividends, and resilience assessments is an advantage.
- Strong skills in data analysis, visualization, and statistical software.
- Excellent communication skills in English; proficiency in additional UN languages (French or Spanish) is desirable.
- Experience in policy dialogue, project management, and working with UN agencies, governments, or academia.
