UNEP Hiring: Project Management Consultant for Climate Change (Multiple Locations)

Position Overview

The UNEP Latin America and the Caribbean Office is seeking a dedicated Consultant in Project Management to support the execution of the project titled “Building capacities for the development of the National Adaptation Plan (NAP) in the context of the NDCs adaptation themes in Panama.” This 12-month consultancy, posted on May 22, 2025, with a deadline of May 30, 2025, offers a chance to work at the forefront of climate adaptation efforts, directly collaborating with Panama’s Ministry of Environment.

Key Objectives and Result Areas

The primary goal of this consultancy is to facilitate the efficient implementation of the project, ensuring that activities align with the strategic objectives set forth in the Green Climate Fund (GCF) funding proposal. The consultant will work closely with national authorities, UNEP’s adaptation teams, and other stakeholders to achieve results across several critical outcomes:

Strengthen Adaptation Planning Governance

    • Launch and institutionalize the NAP process steering arrangements.
    • Establish a mechanism to monitor, report, and evaluate progress on adaptation themes, supporting continuous improvement.

    Produce Evidence-Based Adaptation Solutions

      • Develop technical reports and appraisal frameworks to identify and prioritize effective adaptation strategies, considering gender sensitivity and long-term risk management.
      • Facilitate stakeholder engagement, ensuring that diverse perspectives inform adaptation pathways.

      Catalyze Private Sector Engagement

        • Promote private sector investments and partnerships to scale climate adaptation efforts.
        • Identify financial instruments and policy reforms that incentivize private sector participation.

        Core Responsibilities

        The consultant’s role is multifaceted, encompassing technical, managerial, and strategic responsibilities:

        • Project Coordination & Management
        • Develop terms of reference and oversee recruitment of consultants and firms.
        • Manage the daily operations of the project, ensuring compliance with UN procedures and standards.
        • Prepare annual plans, budgets, and procurement strategies in collaboration with national partners.
        • Technical Development & Stakeholder Engagement
        • Create frameworks for adaptation indicators and targets.
        • Lead the development of technical reports, economic appraisals, and long-term adaptation strategies.
        • Facilitate dialogue with government agencies, private sector, NGOs, and other stakeholders to foster collaboration.
        • Monitoring, Reporting & Visibility
        • Oversee the timely preparation of progress reports and project documentation.
        • Coordinate communication activities to highlight achievements and lessons learned.
        • Support capacity assessments and legal agreements to strengthen project sustainability.

        Qualifications & Skills

        Candidates should possess a strong academic background, ideally with a Bachelor’s degree in project management, environmental sciences, climate change, or related fields, with a Master’s degree preferred. A minimum of two years’ professional experience in climate change project management, policy development, or related areas is required. Experience with GCF or GEF projects, familiarity with environmental regulations in Panama, and knowledge of UN procedures are advantageous.

        Fluency in Spanish is essential, with a good command of English. The ideal candidate will demonstrate excellent organizational, communication, and teamwork skills, along with the ability to work independently and adapt to dynamic environments.

        Work Environment & Duration

        The consultant will operate primarily from the Ministry of Environment’s Project Management Unit in Panama City, working a 30-hour week, Monday through Friday.
