UN Women is seeking to hire an experienced and dedicated Information Management Specialist to support its humanitarian efforts in the State of Palestine. Background and Context

Since its establishment in 1997 (initially as UNIFEM), UN Women has played a pioneering role in advancing gender equality and women’s empowerment in Palestine. Its work aligns with national priorities and the broader UN Sustainable Development Cooperation Framework (UNSDCF), focusing on economic inclusion, equitable access to social services, and democratic governance.

The current period has seen unprecedented levels of violence and humanitarian need, especially after the escalation of hostilities in October 2023. The conflict has resulted in catastrophic loss of life, widespread displacement, and severe shortages of food, medical supplies, and essential services. Gaza, in particular, faces a dire humanitarian crisis with over 52,862 Palestinians killed and nearly 120,000 injured, compounded by a complete blockade that hampers aid delivery. The West Bank has also experienced increased violence, demolition of infrastructure, and restrictions that threaten livelihoods.

In response, UN Women’s Crisis Response Framework operates on three pillars: providing life-saving assistance to women and girls, strengthening accountability in humanitarian response, and enabling Palestinian women’s meaningful participation in decision-making processes. UN Women actively participates in coordination efforts with humanitarian actors through the Humanitarian Country Team (HCT) and the Gender in Humanitarian Action Working Group (GiHA WG), which it co-chairs.

A critical challenge in this context is the lack of gender-disaggregated data, which hampers effective response, advocacy, and policy development. The absence of comprehensive gender data affects the ability of humanitarian actors to understand and address the specific needs and impacts on women and girls. To address this gap, UN Women is seeking an Information Management Specialist to enhance data collection, analysis, and dissemination efforts, ensuring gender-sensitive insights are integrated into the humanitarian response.

Role and Responsibilities

The Information Management Specialist will work under the direct supervision of the Head of UN Women’s Gaza Sub-office and in close collaboration with the GiHA Specialist and the GiHA WG co-chairs. The incumbent will focus on integrating gender perspectives into data collection and analysis, supporting inter-agency coordination, and strengthening the visibility and accessibility of gender data to inform decision-making. Specific duties include:

  • Leading the integration of gender considerations into upcoming data collection and analysis efforts for humanitarian action.
  • Developing and implementing gender-sensitive data collection tools for primary and secondary data, ensuring systematic application during emergencies.
  • Advising on gender integration in inter-agency assessments, methodologies, and analysis processes to capture gendered impacts of the conflict.
  • Supporting the management of the interagency community feedback mechanism, ensuring accurate data collection and dissemination of trends, needs, and priorities.
  • Contributing to inter-agency data and information management bodies, providing inputs to improve gender data collection and analysis.
  • Mainstreaming gender considerations across sectoral assessments (including WASH, Education, SGBV, Health, Nutrition, Shelter, Food Security, and Multi-Sector Needs Assessments).
  • Collaborating with regional teams to develop and promote dashboards, infographics, and other visualization tools that highlight gendered impacts.
  • Building capacities of local women-led organizations and women’s rights organizations in data collection and gender analysis.
  • Enhancing data accessibility for humanitarian leadership, cluster coordinators, and other stakeholders.
  • Supporting the development of strategies to improve data quality, efficiency, and relevance for humanitarian response planning.
  • Producing technical reports, data snapshots, and infographics that illustrate gender dynamics and trends.
  • Providing technical support to inter-agency coordination groups to mainstream gender in assessments and data utilization.
  • Ensuring timely and accurate dissemination of gender data to inform advocacy and operational decisions.

Qualifications and Experience

The ideal candidate will have a Master’s degree or equivalent in gender studies, international relations, development, or related social sciences. A university degree combined with two additional years of relevant experience may also be considered. A project or program management certification will be an advantage.

Candidates should have at least five years of experience in humanitarian information management, including monitoring and evaluation, results-based management, and humanitarian coordination. Experience working on cross-cutting issues such as gender, protection, or accountability to affected populations is essential. Familiarity with the UN or NGO humanitarian systems, particularly in the Arab region, is highly desirable.

Languages

Fluency in English is required; working knowledge of Arabic is desirable.
