The International Telecommunication Union (ITU), the United Nations specialized agency for information and communication technologies (ICTs), is establishing a Roster of Senior ICT/Digital Consultants to support its crucial work in the Americas Region. This is a fantastic opportunity for experienced professionals to contribute their expertise on a flexible, assignment-based, and entirely remote basis, playing a vital role in shaping the digital landscape across the Americas.

Understanding the ITU and the Telecommunication Development Bureau (BDT)

At the heart of this opportunity lies the ITU and its Telecommunication Development Bureau (BDT). The ITU is a global leader in driving innovation in ICTs, facilitating international connectivity, and fostering the development of telecommunications networks and services worldwide. Its mission is to connect the world, and it does this by providing platforms and tools that support the development of effective policy, legal, and regulatory frameworks.

The BDT, specifically, is the engine within the ITU responsible for organizing and coordinating the work of the Telecommunication Development Sector. Its core focus is on development policies, strategies, programming, and technical cooperation activities. The BDT strives to enable and foster universal access to affordable, high-quality, and secure telecommunications/ICTs, while simultaneously promoting equitable and inclusive use of these technologies to empower people and societies for sustainable development.

To effectively serve the diverse needs of its Member States, the BDT is structured into four key functional areas: Operations Coordination, Projects, Partnerships & Digital Skills, Digital Networks & Environment, and Digital Knowledge Society. Complementing these central departments are the regional offices, which provide direct assistance to ITU Member States within their respective regions. The Americas Regional Office (RO-AMS) is critical in ensuring a close relationship and collaboration with countries across the continent. They are responsible for implementing agreed programs and projects, in alignment with the overarching ITU Strategic Plan and the BDT Action Plan, with the active support of all BDT Departments. Regional Directors report to the Director of the BDT, ensuring proper line management and support.

The ITU’s work in the Americas is particularly significant in a region characterized by diverse levels of digital development and unique challenges and opportunities. The ITU provides essential platforms and tools to support regulators and policymakers in the Americas, enabling them to drive inclusive and cross-sectoral collaboration. This ensures that all stakeholders – from governments and businesses to civil society and individuals – have their voices heard, creating a virtuous dynamic for digital transformation that benefits everyone.

A main purpose of the ITU’s work in the Americas is to provide the tools for an effective policy, legal, and regulatory environment for the ICT sector. This involves convening global and regional forums where Sector Members and other national and international stakeholders can discuss global trends in regulation. Through strategic dialogues, the ITU facilitates discussions on topical policy, legal, and regulatory issues, as well as economic, financial, and market developments relevant to the region.

Furthermore, the ITU provides valuable data, research, analysis, and tools to support its members in the Americas. This assistance helps countries define, elaborate, implement, and review transparent, coherent, and forward-looking strategies, policy, legal, and regulatory frameworks. By providing evidence-based decision-making resources, the ITU empowers countries to make informed choices that accelerate digital progress. Finally, the ITU provides direct assistance to countries and regions in the Americas on creating an enabling environment for smart connected societies, addressing specific needs and challenges.

The Purpose of the Consultancy Roster

The establishment of this Senior ICT/Digital Consultant Roster is a strategic initiative to ensure that the ITU in the Americas Region has access to a pool of highly qualified experts with diverse specializations. By creating this roster, the ITU can efficiently engage consultants for various assignments as needs arise, ensuring timely and effective support for its programs and projects across the region. This roster will serve as a vital resource for leveraging external expertise to complement the work of the regional office and BDT departments.

Terms of Reference: Contributing Your Expertise

Consultants selected for this roster will work under the direction of the Americas Regional Office (RO-AMS) and in close coordination with the Telecommunication Development Sector (BDT) in Geneva. The core responsibilities will involve:

  • Carrying out assigned activities: Consultants will undertake specific tasks within their area of specialization, contributing directly to ITU’s projects and initiatives in the Americas.
  • Ensuring timely completion: A key expectation is that all assigned activities are carried out according to established schedules and deadlines.
  • Reporting and presentations: Consultants will be responsible for preparing clear and comprehensive reports and presentations detailing their findings, progress, and recommendations.
  • Providing requested documents: Timely provision of documents requested by the ITU is essential for the smooth execution of projects.
  • Participation in meetings: Consultants will actively participate in both face-to-face and online meetings scheduled for the development of activities and the delivery of results.

Concrete Deliverables: Making a Tangible Impact

The specific deliverables for each assignment will depend on the consultant’s area of intervention, which can span a wide range of critical areas within the digital ecosystem. These areas include Digital Policy, regulatory frameworks, economic and market trends analysis, spectrum management, cybersecurity, digital applications, emergency telecommunications, and capacity building. Depending on the assignment, concrete deliverables may include:

  • Detailed Analysis: Developing in-depth analysis on policy, regulatory, economic, and market trends relevant to the Americas region, providing valuable insights for decision-making.
  • Content Creation: Contributing to the creation of topical digital policy, regulatory, economic, and market content, such as reports, briefs, and articles.
  • Training and Capacity Building: Developing training content and delivering training sessions to stakeholders in the Americas, enhancing their knowledge and skills in key ICT areas.
  • Research Activities: Implementing research activities within the area of specialization and effectively communicating the findings to relevant audiences.

Required Competencies and Qualifications

To be considered for this Senior ICT/Digital Consultant Roster, candidates must demonstrate a strong set of competencies and meet specific qualifications:

Competencies:

  • Deep Knowledge of the Americas ICT Environment: Very good knowledge of the telecommunications/ICT environment and the broader digital ecosystem, with a particular focus on the Americas Region, is essential.
  • Training and Communication Skills: The ability to develop compelling training content and effectively deliver training sessions is crucial for capacity-building initiatives. Excellent ability to coordinate activities and communicate clearly and concisely is vital for successful collaboration.
  • Excellent Editing and Reporting: Excellent editing skills and the ability to produce high-quality reports and documentation in either Spanish or English are non-negotiable.
  • Effective Communication and Presentation: Strong communication and presentation skills are necessary for conveying complex information to diverse audiences.

Qualifications Required:

  • Education: A university degree in a relevant field such as telecommunication/ICTs, law, economics, public affairs, international relations, international development, management, engineering, political or social sciences, or a related field is required. An advanced degree would be a significant advantage.
  • Experience: At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA) is necessary. Extensive experience in ICT policy, regulatory, and market analysis, specifically with a focus on the Americas Region, is a key requirement.
  • Languages: Knowledge of either Spanish or English at an advanced level is mandatory. Proficiency in both languages would be highly beneficial.

Remuneration Information

Remuneration for consultants on this roster will be defined according to the work experience of the consultant, ranging between USD 230 to USD 340 per day.
