About the Opportunity
The World Health Organization (WHO) is seeking to build a diverse and highly qualified roster of external consultants specializing in Data and Digital Health (DDH). This roster aims to support WHO’s efforts in strengthening digital health systems across the European Region, ensuring that digital transformations are effective, equitable, and aligned with international standards.
This initiative is part of WHO’s commitment to harness digital innovations to improve health outcomes, enhance health system performance, and promote health equity, gender equality, and human rights in digital health solutions.
Purpose of the Consultancy
The primary goal of this consultancy is to enhance the capacity of the Data and Digital Health (DDH) programme by engaging specialized consultants who can provide expert technical support across a broad range of digital health domains. The roster will include experts with diverse backgrounds, regional representation, gender balance, and experience, enabling tailored support to countries and partners.
Specifically, the consultants will assist in developing policies, strategies, and technical guidance, conducting assessments, supporting implementation, and fostering collaboration at national, regional, and international levels. Their work will contribute to advancing digital health legislation, governance, service delivery, cybersecurity, interoperability, and innovative solutions like telemedicine and health data analytics.
Background and Context
Digital health is a strategic priority for WHO, especially within the European Region, where digital transformation is vital for modernizing health systems and improving public health functions. The DDH unit at WHO Europe provides technical guidance and support for countries to implement effective digital health strategies, ensuring solutions are safe, equitable, and respectful of human rights.
The unit also focuses on developing new methodologies, standards, and digital public goods—such as health data interoperability frameworks and digital health literacy programs—that can be scaled and adapted across countries. This effort aligns with the Regional Digital Health Action Plan 2023–2030, which aims to harness digital tools for health system strengthening and health promotion.
Key Responsibilities and Deliverables
Consultants on the roster will support WHO Europe’s technical units, country offices, and partners by providing expert advice, technical assessments, and strategic input across various aspects of digital health. Their tasks will include, but are not limited to:
- Strategic and Policy Support: Assisting in the development, review, and implementation of digital health strategies, policies, and governance frameworks, including legislation related to health data and electronic health records.
- Technical Assessments: Conducting situational analyses, baseline evaluations, and mapping of existing digital health architectures and regulatory environments.
- Implementation Guidance: Providing technical leadership to support digital health service delivery, cybersecurity, data standards, interoperability, and privacy.
- Capacity Building: Developing training modules, workshops, and capacity-strengthening activities for national health authorities and stakeholders.
- Research and Innovation: Monitoring emerging digital health trends, assessing new technologies, and providing recommendations for policy and practice.
- Partnership and Collaboration: Facilitating multi-stakeholder engagement, organizing workshops, and fostering international cooperation to promote best practices and knowledge sharing.
Each consultancy engagement will be tailored to specific projects or requests from WHO, with clear deliverables and timelines.
Qualifications and Skills
Educational Qualifications:
- Essential: A university degree in science, computer science, data science, digital health, public health, law, or medical informatics.
- Desirable: Additional specialized training or postgraduate degrees in relevant fields.
Experience:
- Essential: At least five years of experience in designing, managing, implementing, or assessing digital health products, programs, or policies at national and international levels.
- Desirable: Experience managing complex digital health architectures, conducting multi-stakeholder workshops, working with health ministries, and overseeing large-scale digital health projects.
Skills and Knowledge:
- Strong understanding of digital health transformation, data standards, interoperability, and health information systems.
- Knowledge of international regulations and standards impacting digital health solutions.
- Familiarity with cybersecurity, cloud computing, enterprise architecture, and health informatics standards.
- Proven ability to communicate effectively, manage stakeholders, and provide technical guidance to policymakers and health professionals.
- Awareness of gender, equity, and human rights considerations in digital health.
Languages:
- Essential: Expert proficiency in English.
- Desirable: Working knowledge of Russian.
Location and Travel
Consultants may work remotely from any location, with possible travel requirements for in-country missions, workshops, or meetings, depending on project needs and funding availability.
Remuneration
Compensation will be commensurate with the scope of work, responsibilities, and the consultant’s experience, following WHO’s pay scale for national or international consultants.
