The Role of the Operations and Planning Department (OPD)

Within TSB, the Operations and Planning Department (OPD) is responsible for coordinating and planning the sector’s activities. This includes managing the organization of assemblies, supporting meetings with logistical and document processing services, developing and maintaining IT solutions—including databases for ITU-T recommendations—and ensuring smooth administrative operations. The department works closely with other units within ITU to deliver effective support services, including intellectual property management and finalizing technical publications.

Background and Purpose of the Consultancy

In an era where data accuracy and timely insights are critical, ITU seeks to enhance its Business Intelligence capabilities. The primary aim of this consultancy is to improve TSB’s ability to generate reliable, up-to-date statistics and reports that serve its diverse user base. Scope of Work and Key Responsibilities

Under the guidance of the Head of the IT Support and Operations Unit, the Business Intelligence Consultant will focus on optimizing Power BI reporting and data management processes. Their responsibilities will include:

• Enhancing Power BI’s live report functionalities to provide real-time updates.
• Ensuring data sources are connected and functioning live.
• Migrating data from slow or inefficient sources—such as large CSV files stored on SharePoint—to faster, more reliable databases like SQL Server.
• Reducing dependency on Power BI Gateway by establishing more direct and efficient data pipelines.
• Setting up data pre-processing workflows to simplify Power BI data transformations, possibly through database views or custom transformation scripts.
• Identifying and eliminating duplicate reports to streamline user access.
• Updating existing reports, fixing errors, and developing new reports aligned with evolving requirements.
• Evaluating the performance, usability, and cost of SQL Server in Azure, and implementing synchronization and migration strategies from on-premises SQL Server databases.

Expected Deliverables

The consultant will deliver concrete outputs, including:

• Verification and validation of live data sources.
• Migration of data to faster, more efficient sources.
• Reduction of reliance on Power BI Gateway.
• Simplified and optimized data transformation processes.
• Removal of duplicate reports.
• Integration of improved and new reports.
• Evaluation and implementation plan for SQL Server in Azure, including synchronization and migration mechanisms.

Required Competencies and Qualifications

Candidates should demonstrate:

• Deep expertise in Power BI, including setting up and managing live data sources.
• Proficiency in connecting to various data sources such as databases, spreadsheets, XML, JSON, REST APIs, and filesystems.
• Strong skills in Power BI’s formula languages, like DAX and M.
• Experience in developing software solutions for data extraction, transformation, and loading (ETL).
• A university degree in a technical or scientific field, or an equivalent diploma with relevant experience. An advanced degree is a plus.
• At least one year of experience in business intelligence engineering, with a proven track record of delivering BI solutions.

Fluency in English is essential; knowledge of additional official UN languages (Arabic, Chinese, French, Russian, Spanish) is advantageous.

Contract Details and Application Process

This is a five-month, remote consultancy contract. The remuneration is CHF 4,000 per month. The position requires flexibility to attend meetings at ITU headquarters if necessary.
