The Role: Project Specialist – SWEET Project
Plan International Egypt is seeking a dedicated and skilled Project Specialist to lead the technical and strategic implementation of the SWEET (Strengthening Women Entrepreneurs in Egypt) project. This ambitious five-year initiative aims to empower women and adolescent girls within the carpet and handmade crafts industries in Giza, fostering gender-transformative change and economic empowerment.
This role is based in the Greater Cairo program area, specifically in Maadi, and offers a contract until December 31, 2025. The successful candidate will report directly to the Project Manager of SWEET and will be instrumental in designing, monitoring, and evaluating impactful interventions that promote gender equality and economic inclusion.
Scope of Work
The Project Specialist will serve as a key technical advisor, providing high-level guidance to ensure the project’s success in empowering women entrepreneurs and promoting gender equality. Their responsibilities include:
- Strategic and Technical Oversight: Offering expert advice on implementing gender-transformative approaches aligned with project objectives, including socio-economic analysis and sector-specific interventions.
- Program Design & Monitoring: Developing and overseeing interventions that expand women’s knowledge of the industry, improve their social standing, and enhance their skills through industry-relevant training.
- Partnership & Stakeholder Engagement: Strengthening collaborations with local stakeholders, government agencies, industry associations, and community groups to foster an enabling environment for women entrepreneurs.
- Gender Mainstreaming: Ensuring that gender considerations are integrated into all project activities, from planning to execution, and advocating for gender equality within the industry.
- Capacity Building: Designing and facilitating training programs to build the capacity of women entrepreneurs, industry actors, and project staff.
- Policy & Advocacy: Contributing to policy dialogue and advocating for systemic changes that support women’s economic empowerment and social inclusion.
- Resource Mobilization: Supporting efforts to secure additional funding and resources to sustain and expand project activities.
- Impact & Learning: Tracking and evaluating the project’s progress, documenting lessons learned, and sharing best practices to inform future initiatives.

The SWEET project emphasizes that targeted, gender-specific actions are essential to unlock the full potential of women and girls. By adopting a rights-based and gender-transformative approach, the project aims to:
- Increase women’s understanding of the sector,
- Improve their social status,
- Equip them with industry-relevant skills,
- Strengthen governance systems and business linkages,
- Foster a supportive social and institutional environment for women and adolescent girls.
Through these efforts, SWEET seeks to create sustainable economic opportunities and social change within the carpet and crafts industries in Giza, ultimately enabling women and girls to become active agents of development.
Qualifications & Skills
Ideal candidates will possess:
- A strong background in gender equality, economic empowerment, or related fields,
- Proven experience in project management, especially within development or humanitarian contexts,
- Expertise in gender analysis, capacity building, and stakeholder engagement,
- Knowledge of Egypt’s socio-economic landscape, particularly related to women’s entrepreneurship,
- Strong communication and advocacy skills,
- Ability to work collaboratively across sectors and with diverse stakeholders.
