Overview

The United Nations World Tourism Organization (UNWTO), the leading UN agency promoting responsible, sustainable, and accessible tourism worldwide, is inviting qualified experts to express their interest for inclusion in its Expert Roster. This roster will support UNWTO’s initiatives in strengthening tourism statistics systems and developing Tourism Satellite Accounts (TSA) in French-speaking Member States.

This call is open-ended, with ongoing application intake, aiming to identify experienced professionals who can provide technical assistance on projects related to tourism data development, analysis, and capacity building in the French language context.

This initiative aims to leverage the expertise of seasoned professionals to support UNWTO’s efforts in tourism statistics and promote the development of comprehensive, reliable tourism satellite accounts that underpin sustainable tourism policies.


Context and Background

The UNWTO plays a pivotal role in guiding countries towards responsible tourism development by providing internationally recognized standards and frameworks. Over recent years, UNWTO, in collaboration with the global community, has established key standards for tourism statistics, including:

  • International Recommendations for Tourism Statistics 2008 (IRTS 2008)
  • Tourism Satellite Account: Recommended Methodological Framework 2008 (TSA: RMF 2008)

The TSA is a vital tool for integrating tourism into the national economic accounts, providing insights into tourism’s contribution to GDP, employment, and other macroeconomic indicators. It allows policymakers, industry stakeholders, and researchers to make informed decisions based on consistent, high-quality data.

Building capacity in French-speaking countries to develop and implement these standards is essential for fostering sustainable tourism growth and ensuring that tourism statistics are robust, comparable, and policy-relevant.


Duties and Responsibilities

The selected expert will contribute to projects aimed at strengthening tourism statistics systems and developing tourism satellite accounts in French-speaking UNWTO Member States. Key responsibilities include:

  • Assessment and Planning:
  • Attend virtual meetings and conduct desk research to assess existing tourism data systems.
  • Develop work plans for TSA implementation based on initial evaluations.
  • Advocacy and Capacity Building:
  • Raise awareness among national authorities about the UN standards for TSA and tourism statistics.
  • Support institutions in understanding the importance of these frameworks.
  • Data System Review and Recommendations:
  • Review existing tourism statistics systems, data sources, and already compiled TSA tables.
  • Verify data quality, consistency, and completeness, providing actionable recommendations to improve data collection, processing, and reporting.
  • Training and Workshops:
  • Design and deliver national and regional workshops for government officials, tourism stakeholders, and private sector representatives.
  • Facilitate knowledge transfer on TSA compilation, data collection, and analysis.
  • Technical Support and Guidance:
  • Support the development of experimental TSA projects, including data collection, processing, and reporting.
  • Collaborate with stakeholders to identify data needs and implement data collection programs.
  • Reporting and Communication:
  • Prepare reports, presentations, and technical documents to communicate findings, progress, and recommendations to various audiences, including government agencies and industry partners.
  • Additional Tasks:
  • Perform other duties pertinent to the project or as assigned by UNWTO.

Qualifications and Requirements

Educational Background:

  • Advanced university degree (Master’s or equivalent) in economics, statistics, or related fields.
  • First-level university degree with relevant professional experience may be accepted in lieu of a master’s degree.

Professional Experience:

  • Minimum of 7 years of relevant experience working in French-speaking countries in tourism statistics, national accounts, TSA development, or statistical capacity building.
  • Proven track record in compiling, processing, and analyzing tourism-related data, particularly in national statistical systems or international organizations.
  • Experience working with data sources such as tourism surveys, business registers, balance of payments, and other macroeconomic data sources.
  • Strong knowledge of UN statistical standards, especially IRTS 2008, TSA RMF 2008, System of National Accounts 2008, and related frameworks.

Language Skills:

  • Fluency in French (both written and oral) is essential.
  • Good working knowledge of another UN language (English, Spanish, Arabic, Chinese, or Russian) is an asset.

Technical Skills:

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Familiarity with statistical software such as SPSS, STATA, EViews, or similar tools is an advantage.
  • Ability to analyze complex data sets and present findings clearly.

Additional Skills:

  • Strong analytical, organizational, and report-writing skills.
  • Excellent communication skills, with an ability to work collaboratively within multicultural teams.
  • Demonstrated ability to work independently, take initiative, and meet deadlines.
  • Leadership qualities, team motivation, and stakeholder engagement skills.

Desirable Attributes:

  • Knowledge of tourism development and management.
  • Familiarity with UN or international organization procedures.
  • Prior experience in capacity building, training, or technical assistance projects.

Remuneration and Conditions

  • Remuneration Range: EUR 5,000 – EUR 10,000 per month, depending on qualifications and experience.
  • Travel and Missions: Travel and accommodation costs for missions will be paid as an all-inclusive lump sum where applicable.
  • Insurance: The Expert is expected to have comprehensive international medical insurance coverage at their own expense.
  • Contract Type: Expert Contract, renewable based on project needs and performance.

Candidates who meet the minimum qualifications will be contacted for an interview or technical assessment. Successful candidates will be placed in the roster, which remains valid for two years, allowing UNWTO to call upon experts for specific assignments as needed.
