Position Background:
The World Food Programme (WFP), as the United Nations’ humanitarian agency, is focused on combating hunger and malnutrition globally. Recognizing WFP’s expertise in humanitarian logistics, the Inter-Agency Standing Committee (IASC) designated WFP as the lead agency for the Logistics Cluster in 2010.
The Logistics Cluster plays a vital role in leading and facilitating a unified humanitarian logistics response during emergencies. Its purpose is to work collaboratively towards common goals, address shared challenges, and steer strategic direction. The operational focus—and consequently the profile needed for the Logistics Cluster Coordinator—will differ based on the specific emergency context and the phase of the response. This recruitment effort aims to establish a roster of candidates with diverse profiles, enabling WFP to efficiently deploy suitable candidates for logistics coordination based on the contextual needs of any given emergency.

Function Purpose:
The role of the Logistics Cluster Coordinator is to provide leadership and facilitate processes that ensure a strategic, coherent, effective, and efficient response by participating organizations within the Logistics Clusters at country levels.
The Coordinator serves as the principal liaison for partners, establishing coordination systems and information platforms to ensure the collection and sharing of relevant logistics information. This role is integral in setting up and maintaining efficient operational support for all partners involved in humanitarian assistance.
Working closely with the WFP Country Office management and supported by the Logistics Cluster team based at WFP Headquarters in Rome, the Coordinator is tasked with leading various logistics coordination efforts.
Key Responsibilities:
Leadership
- Design and implement a logistics coordination mechanism in alignment with IASC cluster coordination guidelines and in partnership with various organizations.
- Conduct a Gaps and Needs Analysis (GNA) to identify logistics deficiencies within the humanitarian community, informing the Humanitarian Country Team about operational priorities and challenges.
- Develop and execute operational logistics solutions based on cost-benefit analyses and standard operating procedures.
- Ensure timely project management throughout the logistics cluster support lifecycle.
- Integrate global logistics themes and approaches into existing Logistics Cluster practices.
Effective (Inter-Agency) Coordination
- Build and nurture relationships with WFP colleagues across various functions to ensure smooth inter-agency logistics operations.
- Engage with logistics managers within national and international humanitarian organizations to identify and prioritize logistics needs.
- Actively participate in inter-cluster coordination mechanisms to enable cohesive efforts among multiple stakeholders.
- Drive capacity-building initiatives through training, workshops, and simulations on logistics coordination and information management.
Information Management, Monitoring, and Evaluation
- Collect, analyze, and disseminate logistics information, maintaining regular updates on relevant documents and operational procedures.
- Identify trends and potential risks to adapt strategies accordingly and provide stakeholders with timely information.
- Assess logistical partner capacities and maintain comprehensive mapping of logistics activities and resources.
Operations and Resource Management
- Strategically oversee specific logistics activities, including storage and transport options, ensuring alignment with best practices and WFP guidelines.
- Mobilize necessary resources for logistics cluster activities, including drafting proposals and budgets where required.
- Guide staffing processes in collaboration with the WFP Country Office and ensure adherence to budgetary constraints regarding logistics activities.
Advocacy
- Collaborate with partners to establish key advocacy messages, develop strategic plans, and foster collaborative implementation to advance operational goals.
Qualifications:
Education
- A university degree in Supply Chain Management, International Business, International Relations, Crisis Management, Project Management, Business Administration, or a related field, or an equivalent combination of education and experience.
Required Experience
- A minimum of six years of progressive professional responsibility in international humanitarian logistics or project implementation, with at least two years in a senior role.
Desired Experience
- Supervisory experience and exposure to the IASC Cluster system, preferably with Logistics Cluster involvement.
- Experience in humanitarian supply chain/logistics roles, particularly in inter-agency collaboration contexts.
Required Knowledge and Skills
- Willingness and ability to deploy on short notice to potentially challenging environments for a minimum duration of one month.
- Demonstrated leadership and decision-making capabilities to develop strategic visions aligned with humanitarian principles.
- Strong communication and interpersonal skills for effective collaboration with diverse stakeholders.
- Analytical skills for data evaluation and informed decision-making.
- Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
Desired Knowledge and Skills
- Understanding the mandates and considerations of stakeholders.
- Familiarity with the international humanitarian architecture and funding mechanisms.
Languages
- Proficiency in one of the UN languages (preferably English, French, Spanish, or Arabic) is mandatory. Working knowledge of another UN language is considered an asset.
