Background

Purpose of Activity/Assignment:

UNICEF’s Education Strategy (2019-2030) titled ‘Every Child Learns’ prioritizes innovation as a crucial approach to improving educational outcomes. Central to this strategy is the Learning Passport (LP)—UNICEF’s flagship Digital Learning Program developed in collaboration with Microsoft. The LP aims to provide digital learning solutions to over 6 million learners across more than 35 countries, ensuring access to quality education in both connected and disconnected environments.

The rapid scale of the Learning Passport has led to an increased demand for technical assistance related to program monitoring, data analysis, and evaluation from Country Offices (COs), Regional Offices (ROs), and headquarters. To effectively meet these demands, a sustained technical capacity within the global team is essential. Consequently, the global LP team is keen on establishing robust evidence generation systems that will facilitate understanding of effective educational practices and the conditions under which they thrive, thereby enhancing learning outcomes.

Scope of Work

Key Responsibilities:

Under the guidance of the Education Specialist (LP Global Program Manager), the consultant will undertake the following responsibilities:

  1. Technical Support: Provide expert guidance to LP Country Offices and implementing partners in program design and development, focusing on monitoring, evaluation, measurement, and reporting.
  2. M&E System Development: Design and implement Monitoring and Evaluation (M&E) systems tailored for Learning Passport programs at global, regional, and country levels to inform decision-making and enhance reporting.
  3. Data Management: Develop and maintain the LP information management system, ensuring high standards of data quality and developing rigorous protocols in collaboration with UNICEF’s central ICTD team.
  4. Evidence Generation:
  • Draft relevant theories of change and program indicators for the global initiative and local adaptations.
  • Analyze program processes, including cost estimates and potential mixed-methods evidence generation plans for various country contexts.
  • Collaborate with internal UNICEF teams for program reviews and internal evaluations.
  1. Results Measurement:
  • Oversee global and country-level measurement of Learning Passport results, ensuring the production of country-specific dashboards and data visualizations for annual and donor-specific reporting.
  • Synthesize findings from program data to inform countries on monitoring needs and required interventions.
  1. Knowledge Dissemination: Create and distribute data and evidence products to facilitate learning from programs, sharing recommendations with country and regional offices, partners, and donors.
  2. Database Management: Collaborate with the ICTD team to enhance LP databases, ensuring functionality and addressing troubleshooting needs.
  3. Data Protection: Maintain documentation on data safety and privacy for the LP, working alongside internal and external legal and data protection teams to establish safe usage protocols.

Key Deliverables and Timeline

  1. Program Monitoring and Reporting:
  • Conduct data analysis for LP’s six-month and annual report, including developing a global dashboard on Power BI.
  • Maintain real-time dashboards for key LP countries.
  • Implement approximately 3 to 4 capacity-building activities for data use and reporting by country offices.

  1. Evidence Generation:
  • Draft two case studies on LP implementation and results.
  • Collaborate with evaluation offices to create internal program review and evaluation workplans.
  • Develop detailed evidence generation plans with at least two implementing country offices.

  1. Data Sharing and Use:
  • Create safe data sharing agreements with partner organizations.
  • Develop and optimize LP databases with UNICEF ICTD support.

Qualifications

Education:

  • An advanced university degree in economics, education, social sciences, statistics, public policy, or a related field is required.
  • Significant coursework in economics and statistics is highly preferred.
  • A first university degree combined with two additional years of relevant experience may be considered.

Experience:

  • A minimum of seven years of relevant professional experience, including applied research and evidence-driven decision-making.
  • Proven experience in educational technology, research, and M&E design, preferably in challenging contexts.
  • Demonstrated ability to collaborate with UNICEF Country Offices and partners to achieve programmatic outcomes.

Skills:

  • Strong analytical skills with proficiency in statistical software (e.g., STATA, R) and data visualization tools (e.g., Power BI, Tableau).
  • Knowledge of data protection guidelines and experience with data collection tools like ODK and Kobo is highly desirable.
  • Excellent interpersonal and communication skills, with experience in remote teamwork and working with diverse stakeholders.
  • Fluency in English is mandatory; knowledge of another official UN language is advantageous.

Candidates residing in the U.S. on non-G4 visas must transition to a G4 visa to work with UNICEF. Additional requirements will apply for dependents.
