The UNICEF Strategic Plan, Gender Action Plan, and Adolescent Girls Programme Strategy chart our course for promoting gender equality and empowering adolescent girls. However, the ongoing gender digital divide necessitates decisive, scalable, and measurable steps to eliminate barriers facing women and girls in terms of digital access, adoption, use, digital literacy, and online safety. Targeted investments and support are crucial to address the disparities in representation among women and girls as creators and leaders in technology. Furthermore, it is vital to ensure that the processes surrounding digital solutions are gender-responsive, allowing women and girls to be integral participants in their development and impact.
One notable project under UNICEF’s Gender and Technology initiative is Oky, an innovative mobile platform providing menstruation and reproductive health information tailored for adolescent girls in low- to middle-income countries.
Oky serves as an exemplary model of how innovative tech design can be leveraged to close the gender digital divide. Other initiatives by UNICEF in Gender and Digital Technology focus on supporting girl-led digital solutions aimed at combating gender-based violence, promoting online safety, enhancing educational experiences, facilitating digital skills development, as well as fostering pathways to employment and entrepreneurship—all while addressing health and well-being.
In response to this pressing need, UNICEF seeks consultants with expertise in Gender and Technology to bolster our global efforts, including the development, management, and expansion of initiatives like Oky.
How You Can Make a Difference
UNICEF’s ICTD Digital Centre of Excellence seeks Gender and Technology consultants who can provide diverse support services and technical assistance to enhance UNICEF’s ability, alongside partner organizations globally, regionally, and nationally, to deliver impactful digital programs that advocate for gender equality and empower adolescent girls.
Successful applicants will be considered for both current and upcoming consultancy opportunities and offered placement on the ICTD Gender and Technology Consultant Roster for 2025-2027.
Key Responsibilities
Consultants on this roster will engage in various domains related to Gender and Technology, applicable to both Junior and Senior roles. Key responsibilities may include, but are not limited to, the following areas:
- Product and Partnerships Management: Oversee project, product, and partnership management services tailored for girl-centered digital initiatives. This includes project planning, implementation, and reporting, while fostering partnerships across sectors to expand the Gender and Technology ecosystem.
- Technology Advisory: Offer expertise on technology solutions pertinent to Oky and gender-related products, ensuring that they align with the needs and realities of girls and women. This includes usability assessments and feature development.
- Full-stack Development: Write and maintain open-source code for gender-focused digital products, ensuring their functionality and security. This also encompasses regular updates and user support.
- UX/UI Design: Create user-friendly designs for Oky and GenderTech products, conducting evaluations based on user feedback to refine interfaces and improve user experiences.
- Deployment and Scaling: Advise on strategies to scale digital products effectively, ensuring they are tailored for localization and can serve diverse markets.
- Open-source Advisory: Provide guidance on establishing open-source governance structures, facilitating community engagement, and ensuring that women’s and girls’ perspectives are prioritized.
- Gender Digital Divide: Conduct research and provide insights into effective strategies to bridge the gender digital divide, supporting advocacy initiatives and generating evidence briefs.
- Digital Literacy: Develop tailored digital literacy programs that are specifically geared towards women and girls, enhancing their skills and facilitating their access to technology.
- Digital Content Creation: Produce high-quality content that is compelling and accessible for girls, including gamified learning options, chatbots, and educational materials.
- Promotion and User Engagement: Develop strategies for promoting Oky and other GenderTech products, focusing on user acquisition and retention while assembling feedback mechanisms for continuous improvement.
- Monitoring, Evaluation, and Learning (MEL): Establish robust MEL frameworks, refine theories of change, and lead evaluations of digital initiatives to measure impact.
- Data and Statistical Analysis: Conduct data analysis for gender-focused digital solutions, ensuring accurate insights to inform strategies and interventions.
- Peer-to-peer Approaches: Implement peer education strategies that connect unconnected female users and leverage networks among adolescent girls.
- Disability and Accessibility: Ensure inclusivity by advising on adaptations for girls and women with disabilities, promoting universal access to digital products.
Duration and Location
This invitation is an expression of interest for placement on the ICTD Digital Centre of Excellence Gender and Technology roster. Specific Terms of Reference outlining assignments, including scopes of work, timelines, and deliverables, will be established for each engagement. Work assignments will primarily be remote-based, with occasional travel to deployment countries or conferences as necessary.

Qualifications
To excel in this role, candidates must demonstrate:
- A qualified university degree (Bachelor’s or higher) in relevant fields such as Social Sciences, Gender Studies, International Development, or ICT.
- Proven experience with digital initiatives in emerging markets, particularly with GenderTech products and experiences working directly with women and girls.
- A minimum of 8 years for senior roles or 3 years for junior roles of responsible professional experience within gender, digital innovation, or specific areas of consultancy applied for.
- Strong skills related to the role, with the ability to think creatively and translate ideas into actionable plans.
- A self-starter attitude, capable of driving projects independently and quickly integrating into workflows.
- Excellent communication and networking skills, with a track record of advocacy and strategic planning.
- Fluency in English; proficiency in another UN language or local language is advantageous.
