Background

UN Women champions the vision of equality encapsulated in the United Nations Charter. The agency works tirelessly to eliminate discrimination against women and girls, empower women, and achieve gender equality, ensuring that women and men are equal partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

The looming threat of climate change poses a significant challenge to gender equality and women’s empowerment. Recognizing that climate change disproportionately impacts vulnerable populations, particularly women who often rely on natural resources and are underrepresented in decision-making, UN Women emphasizes integrating gender perspectives into climate action. The Sri Lankan government, acknowledging its vulnerabilities to climate-related issues, ratified the Paris Agreement in 2016 and has articulated its commitment through Nationally Determined Contributions (NDCs) and a National Adaptation Plan (NAP).

Women in Sri Lanka, especially those in rural areas or engaged in agriculture and fisheries, are facing escalating challenges due to extreme weather events. Despite their key roles, they remain marginalized in the decision-making processes that are crucial for effective climate adaptation and policy development. UN Women’s new five-year project, “THRIVE: Together for Her: Resilience-building, Inclusivity, and Voices for Equality in Sri Lanka,” aims to bolster the economic and social resilience of marginalized women. The project envisions three main outcomes: strengthening women’s enterprises against climate impacts, shifting community attitudes towards women, and enhancing women’s leadership in decision-making.

To ensure that THRIVE is effective and inclusive, UN Women seeks a National Consultant to develop a Gender-Transformative Climate Change Programming Strategy. This strategy will guide project implementation across six districts: Badulla, Colombo, Kilinochchi, Mannar, Monaragala, and Nuwara Eliya, engaging women-led businesses, producers, and community leaders. The strategy will be a living document, open to updates based on stakeholder feedback and project evolution.


Description of Responsibilities / Scope of Work

Under the supervision of UN Women’s Head of Office in Sri Lanka, the National Consultant is charged with the following responsibilities, remaining accountable for timely deliverables:

Deliverables

Methodology Note

    • Description: Outline the approach for drafting and finalizing the Gender-Transformative Climate Change Programming Strategy. The note must detail data collection plans (both primary and secondary) and analysis methodologies. Tools such as key informant interviews and stakeholder consultations should be included.
    • Expected Completion: 22 May 2025

    Draft Gender-Transformative Climate Change Programming Strategy

      • Description: Create a draft strategy (10-12 pages) including:
        • Executive Summary
        • Introduction
        • Analysis of Climate Change and Gender Issues
        • Strategy Framework:
        • Key Considerations during Project Lifecycle
        • Action Areas: Aligning with Sri Lanka’s NDCs/NAP
        • Outcome 1: Women’s Economic Empowerment and Livelihoods
        • Outcome 2: Social Norms and Behaviour Change
        • Outcome 3: Enhancing Women’s Participation in Decision-Making
        • Conclusions and Recommendations
        • Annexes
      • Expected Completion: 06 June 2025
      • Finalized Strategy
      • Description: Revise and finalize the strategy incorporating UN Women’s feedback.
      • Expected Completion: 20 June 2025

      Presentation

        • Description: Develop a PowerPoint presentation summarizing the strategy’s key findings, strategies, and recommendations.
        • Expected Completion: 23 June 2025

        Consultant’s Workplace and Travel

        This consultancy will be home-based, commencing on 15 May 2025 and concluding on 30 June 2025. The consultant is expected to conduct key informant interviews online. Any necessary travel requires prior approval from UN Women’s Head of Office and will adhere to UN Women’s travel guidelines.


        Payment Structure

        Payments will correlate with the successful completion of each deliverable. The consultant must submit deliverables for approval by the Head of Office of UN Women Sri Lanka, and payments will be processed based on the number of days worked.

        Required Qualifications

        • Education: Master’s degree in Environmental Science, Climate Change, Gender and Development, Public Policy, or equivalent. A first-level university degree with 7 additional years of relevant experience is also acceptable.
        • Experience: Minimum 5 years of experience in environmental and climate change programming; demonstrable expertise in gender equality, particularly intersections with climate change.
        • Skills: Strong research, analytical, and writing skills; excellent English communication; fluency in local languages (Sinhala and/or Tamil). Samples of previous work will be required.
