Project Overview

The UNICEF Global Office of Research and Foresight engages in research aimed at informing evidence-based policy decisions made by UNICEF and its partners. In collaboration with UNICEF Tunisia, the Office is focusing on child-sensitive social protection research. This initiative aims to provide essential evidence regarding the disability benefits available to vulnerable families with children who have disabilities. A mixed-method study will be conducted to understand the additional financial burdens associated with raising a child with disabilities in Tunisia. The findings from this study will evaluate the adequacy of existing disability benefits and provide insights to enhance Tunisia’s social protection system.

Position Responsibilities

This consultancy role will encompass several critical phases of the mixed-method study:

  1. Study Design and Inception:
  • Finalize the quantitative sampling and questionnaire design, informed by qualitative findings.
  • Submit a request for amendment to the Ethical Review Board (ERB), detailing the quantitative methodology and necessary modifications to the research protocol.
  1. Training and Data Collection:
  • Assist in the preparatory phase for the training and execution of data collection activities.
  • Supervise the research agency’s training for enumerators and oversee the data collection process, ensuring quality control through ongoing data quality checks.
  • A field mission to Tunis may be required during this phase.
  1. Data Analysis:
  • Complete data set analysis, including the generation of relevant indicators and application of appropriate econometric techniques.
  1. Reporting:
  • Consolidate quantitative and qualitative findings, co-draft the final report in collaboration with qualitative researchers, and incorporate feedback from internal and partner reviews.
  1. Validation Workshop:
  • Prepare and present findings at a workshop, gathering feedback for the final report. This may also involve a mission to Tunis.
  1. Final Report Production:
  • Produce a comprehensive final draft, incorporating insights from the validation workshop and any external reviewers.
  1. Dissemination:
  • Develop briefs and PowerPoint presentations, and deliver findings as required.

The consultant will report directly to a Research Specialist and work closely with a multidisciplinary team.

Candidate Qualifications

To qualify for this consultancy, candidates should possess the following:

  • Educational Background: A PhD in Social Sciences, Economics, Public Policy, or related fields.
  • Experience: A minimum of 3 years’ experience in research, particularly with a focus on quantitative methodologies and data collection.
  • Research Design Knowledge: Familiarity with social research designs, especially mixed-method designs, including experience in survey questionnaire design and development.
  • Supervisory Skills: Strong experience in training enumerators and managing data collection for large-scale household surveys.
  • Data Analysis Proficiency: Advanced econometric skills, especially using Stata on sizable survey datasets.
  • Research Context Understanding: Demonstrated experience in low- and middle-income contexts, specifically in disability or social protection research.
  • Language Proficiency: Fluency in French is required due to the nature of the project, with English comprehension necessary as it is the working language of UNICEF Innocenti.
  • Work Ethics: Proven ability to manage projects independently, collaborate within a multicultural team, and meet deadlines effectively.
  • Desirable Qualifications: Experience in developing countries or emergency contexts, expertise in social protection or disability research, and previous research experience in Tunisia or the MENA region.
