Introduction to Organizational Unit
The Telecommunication Development Bureau (BDT) operates as a vital component of the International Telecommunication Union (ITU), primarily responsible for fostering the development of the telecommunications sector worldwide. BDT is engaged in formulating policies, strategies, programs, and technical cooperation initiatives aimed at ensuring universal access to affordable and high-quality telecommunications and ICT services. Its mission is to empower people and societies through equitable and inclusive technological access, ultimately contributing to sustainable development goals.
Key Functional Areas of BDT:
- Operations Coordination Department (DDR): Manages logistics and coordination across all BDT activities.
- Projects, Partnerships & Digital Skills Department (PPS): Engages in project implementation and cultivates partnerships that enhance digital competencies.
- Digital Networks & Environment Department (DNE): Oversees developments in digital infrastructure and environmental sustainability in the telecom sector.
- Digital Knowledge Society Department (DKS): Promotes knowledge sharing and best practices for building knowledge societies.
The Regional Offices play an essential role in liaising with Member States within their regions. Their functions are in alignment with ITU’s Strategy Plan and BDT Action Plan, ensuring the successful implementation of agreed-upon programs and projects.

To effectively respond to the diverse needs of the Americas Region, ITU is establishing a Senior ICT/Digital Consultant Roster. This roster will be pivotal in providing the necessary expertise across various assignments, ultimately enhancing the region’s telecommunication capacities.
Terms of Reference
The Senior ICT/Digital Consultant will report directly to the Americas Regional Office (RO-AMS) and work closely with BDT’s Telecommunication Development Sector based in Geneva. Specific responsibilities entail:
- Activity Management: Execute tasks assigned within the consultant’s area of expertise, ensuring adherence to schedules.
- Reporting: Prepare comprehensive reports and presentations that align with designated activities.
- Documentation: Provide requested documents and contribute insights for ITU initiatives.
- Engagement: Actively participate in both in-person and virtual meetings focused on developing activities and achieving deliverables.
Concrete Deliverables
Consultants will be expected to deliver outcomes tailored to their respective areas of intervention, including but not limited to:
- Policy Analysis: Develop detailed analyses on regulatory frameworks, economic trends, and market dynamics.
- Content Creation: Assist in creating topical digital policy content encompassing regulatory and economic insights.
- Training Development: Produce engaging training materials and deliver training sessions to enhance capacity building.
- Research Implementation: Conduct research specific to specialization areas and disseminate findings effectively.
Competencies
Candidates for the Senior ICT/Digital Consultant role should demonstrate:
- Expert Knowledge: A thorough understanding of the telecom/ICT landscape and the digital ecosystem prevalent in the Americas.
- Training Development Skills: Proven ability to develop and present training content.
- Coordination and Communication Skills: Excellent coordination capabilities and the ability to communicate effectively across multiple channels.
- Editing and Documentation Skills: Proficiency in producing high-quality reports and documentation in both Spanish and English.
- Presentational Ability: Strong communication and presentation skills to convey complex information clearly.
Qualifications Required
Education:
- A university degree in telecommunications/ICTs, law, economics, public affairs, international relations, international development, management, engineering, political or social sciences, or a related field. An advanced degree will be considered an asset.
Experience:
- A minimum of five (5) years of progressively responsible experience in fields relevant to the consultancy role.
- Extensive experience in ICT policy, regulatory, and market analysis, specifically within the Americas Region, is essential.
Languages:
- Advanced proficiency in either Spanish or English is required.
Remuneration Information
Consultants can expect a daily remuneration ranging between USD 230 to USD 340, which will be determined based on the consultant’s experience and expertise.
