Organizational Setting

The Subregional Office for the Pacific Islands (SAP) plays an essential role in developing, promoting, overseeing, and implementing strategies and projects that drive the transformation of food, agriculture, and rural development while fostering relationships with subregional institutions. This office operates under the auspices of the FAO Regional Office for Asia and the Pacific (RAP).
One of the critical initiatives under this office is the ‘Resilient Islands, Resilient Communities’ project (GCP/KIR/009/GFF), a five-year project funded by the Global Environment Facility (GEF) in collaboration with FAO and the Kiribati Government. As the Implementing Agency, FAO is providing essential technical support to the Kiribati Government, with the Ministry of Environment, Land, and Agriculture Development (MELAD), the Ministry of Fisheries and Marine Resources Development (MFMRD), and the Island Councils being the main executing partners. This project aims to enhance biodiversity conservation and landscape management to bolster socio-ecological resilience against climate change and variability.
In alignment with these efforts, the Social Marketing Specialist, working under the overall technical and operational supervision of the FAO SAP office in Samoa, will collaborate with the Environment & Conservation Division’s (ECD) Kiribati Solid Waste Management Programme (KSWMP). The primary objective of this role is to develop an evidence-based social marketing strategy aimed at promoting behavior change focused on reducing beach litter.
Reporting Lines
The Social Marketing Specialist will operate under the overall supervision of the Subregional Coordinator for the Pacific Islands and the direct supervision of the Technical Adviser, who leads the project team. Regular consultation with the Director of the Environment and Conservation Division of Kiribati will also be essential for this position.
Technical Focus
The specialist will support the Resilient Islands, Resilient Communities project activities aimed at mitigating land-based environmental pressures on coastal and marine ecosystems. This will involve developing a robust social marketing strategy to effectively encourage behavior change among community members regarding beach littering.
Tasks and Responsibilities
- Finalize Key Reports:
- Complete the “Our Beautiful Beach, Our Beautiful Ocean” Knowledge, Attitudes, and Practices (KAP) Survey and Stakeholder Report. This includes assisting the KSWMP with stakeholder interviews and summarizing findings.
- Conduct Research:
- Perform and summarize background research focusing on social marketing, behavioral economics strategies, and relevant international case studies related to litter reduction initiatives.
- Deliver Training:
- Organize and facilitate a one-day training workshop involving the R2R, ECD, and relevant stakeholders, focusing on social marketing and behavior change strategies for waste management and conservation.
- Develop Social Marketing Strategy:
- Collaborate with KSWMP to craft the 2025 Social Marketing Strategy and Implementation Plan. This will outline audience segmentation, communication messaging, outreach channels, and recommend interventions.
- Content Creation and Engagement:
- Provide support in content creation and implementation of activities as per the strategy to engage target audiences and foster voluntary action for litter reduction.
- Capacity Building:
- Mentor and provide ongoing training to R2R and KSWMP staff, building their competencies in designing and executing effective social marketing campaigns.
- Video Production Guidance:
- Supervise the development of a project video as a practical training exercise, assisting KSWMP staff in planning, filming, and editing to create documentation of Phase 2 of the programme.
- End-of-Consultancy Reporting:
- Compile and submit a comprehensive end-of-consultancy report outlining the outcomes and recommendations of the project consultancy.
FAO Standards and Guidelines
- The Social Marketing Specialist will work in coordination with the Office of Communications and Chief (OCC) or through an agreed focal point, ensuring that all activities adhere to FAO standards, aligned messaging, and appropriate review and clearance processes.
- All communication materials must always comply with FAO clearance processes and FAO standards, including:
- FAO Strategic Framework 2022-31
- FAO social media policy and guidelines
- Social Media Branding Guidelines
- FAO style guide and terminology
- Country names and other relevant branding guidelines.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING CRITERIA:
Minimum Requirements
- A university degree in social marketing, behavioral science, media, or a related field.
- A minimum of 5 years of experience in social marketing, behavior change campaigns, or environmental communications, particularly within small island developing states (preferably in the Pacific).
- Proficient working knowledge of English.

- Proven track record in social marketing, behavioral change campaigns, or environmental communications, especially in Pacific island states.
- Profound understanding of behavior change principles and their application to waste management and conservation efforts.
