BACKGROUND

Winrock International is seeking a dedicated and experienced consultant to support the Net Zero Adaptation Finance (NZAF) project. This position is critical in coordinating project activities and serves to facilitate the overarching goals of integrating climate change adaptation into net-zero carbon initiatives. The NZAF project represents a global effort, operated jointly by Winrock International and the Food and Agriculture Organization (FAO), aiming to enhance the incorporation of climate adaptability within net-zero carbon projects, primarily focusing on the agriculture, forestry, and other land use (AFOLU) sectors.

A key aspect of the NZAF project involves improving the capacity for adapting to climate change, particularly in least developed countries (LDCs). Through innovative methods, the project will create an advanced screening tool (Outcome 1), identifying opportunities where climate adaptation can be seamlessly integrated into net-zero carbon projects. This will not only mitigate the adverse effects of climate change on carbon reduction efforts but will also maximize the adaptation benefits for targeted communities. To support this integration, Outcome 2 proposes blended financing options designed to alleviate the financial burden associated with including resilience components in AFOLU projects in LDCs. Additionally, Outcome 3 focuses on establishing best practices and ongoing enhancements for Outcomes 1 and 2, while also formulating strategies for scaling up successful initiatives.

POSITION SUMMARY

The Project Coordinator (PC) for the NZAF project will report directly to Winrock’s Senior Director of Private Sector Engagement. This role encompasses comprehensive oversight of daily project operations, management, administrative responsibilities, and technical supervision. The Project Coordinator will play a pivotal role in ensuring effective communication and collaboration among various participating institutions and stakeholders.

Key Responsibilities:

  • Collaboration: Foster a high level of cooperation among local and national stakeholders, ensuring alignment with project goals.
  • Compliance and Reporting: Guarantee adherence to all agreement stipulations throughout implementation, including maintaining consistent and timely reporting as well as sound financial management practices.
  • Coordination: Lead the coordination of inputs and support from Winrock’s team, ensuring seamless monitoring of project execution and activities.
  • Tracking Progress: Monitor project timelines and deliverables, overseeing the accomplishment of outputs to guarantee prompt delivery.
  • Technical Support: Provide technical guidance and evaluate outputs from project activities, overseeing the requests for financial resources in accordance with established protocols.
  • Financial Oversight: Monitor financial resources and develop accurate financial reports to ensure transparency and reliability.
  • Documentation: Maintain comprehensive records that evidence the appropriate use of project resources, preparing to share documentation with FAO and auditors as needed.
  • Communications Management: Implement and oversee the project’s communications and monitoring plans, conducting workshops and meetings to review project progress.
  • Reporting: Prepare and submit biannual Project Progress Reports (PPR) along with the annual work plan and budget to the Project Steering Committee (PSC) and FAO. Draft and present initial annual Project Implementation Reviews (PIR).
  • Risk Management: Proactively communicate any delays or challenges to the project steering committee and FAO to ensure timely intervention and support.

POSITION QUALIFICATIONS

Education:

  • A minimum of a Bachelor’s degree in business, international development, environmental science, or a related field is required. A graduate degree in a relevant discipline is preferred.

Experience and Position-Specific Skills:

  • At least 5 years of relevant experience in project finance.
  • A minimum of 1-2 years dedicated to greenhouse gas accounting and climate adaptation initiatives.
  • Around 3 years of project management experience with a high proficiency in project management tools and methodologies.
  • Demonstrated success in supporting and managing complex, multifaceted projects.
  • Exceptional written and verbal communication abilities.
  • Proven expertise in facilitating meetings and collaborative sessions.
  • High degree of accountability and self-management with the capacity to navigate competing priorities effectively.

DURATION

This consultancy is anticipated to span six months, focused on launching the NZAF project effectively. There exists potential for extended engagement based on the consultant’s performance and project needs.

DELIVERABLES

This consultancy will include:

  • Development of a comprehensive work plan for the project’s first year.
  • Creation of initial adaptation metrics for the proposed screening tool.
  • Design the updated screening tool, building upon Winrock’s existing WinRes tool.
  • Launch a stakeholder engagement campaign to involve all relevant parties.
  • Establish a project monitoring and evaluation system to track progress.
  • Draft a scope of work and a letter of agreement to outline the second phase of the project, scheduled to commence at the conclusion of the initial six months.
