Job Description

Organizational Setting

The internship position is situated within the Office of the Secretary General (OSG) of the International Civil Aviation Organization (ICAO). The Secretary General, alongside a dedicated team in the OSG, provides vital leadership and strategic direction to the staff of the ICAO Secretariat. This Secretariat comprises the Office of the Secretary General, five specialized Bureaus, seven Regional Offices, the Finance Branch, the Office of Internal Oversight, and the Ethics Office.

The five Bureaus within the Secretariat are:

  1. Air Navigation Bureau
  2. Air Transport Bureau
  3. Capacity Development and Implementation Bureau
  4. Legal Affairs and External Relations Bureau
  5. Bureau of Administration and Services

All these divisions operate out of the ICAO Headquarters located in Montreal.

In addition, ICAO’s Regional Offices span globally, including:

  • Asia and Pacific Office in Bangkok, Thailand
  • Eastern and Southern African Office in Nairobi, Kenya
  • Western and Central African Office in Dakar, Senegal
  • Middle East Office in Cairo, Egypt
  • European and North Atlantic Office in Paris, France
  • South American Office in Lima, Peru
  • North American, Central American and Caribbean Office in Mexico City, Mexico

The intern will report directly to the Personal Advisor to the Secretary General, engaging in regular consultations, while also receiving guidance from various staff members within the Office of the Secretary General.

Terms of Reference

Under the supervision of the Personal Advisor to the Secretary General, the intern will be tasked with the following responsibilities:

  • Provide support in the comprehensive preparation for major ICAO events, including the ICAO Assembly, Council meetings, and senior-level management sessions.
  • Assist in the coordination and organization of background documentation necessary for high-level meetings, as well as for bilateral and multilateral visits, conferences, and missions spearheaded by the Secretary General.
  • Draft reports and minutes from meetings, ensuring detailed documentation of discussions and outcomes.
  • Aid in developing correspondence, briefings, and talking points, while also contributing to the preparation of multimedia presentations and related materials.
  • Help design and implement management tools, such as tracking systems, to enhance operational efficiency.
  • Support the monitoring of decisions and directives, contributing to the tracking and evaluation of implementation processes.
  • Assist in strategizing and formulating administrative directives, assessments, and related strategies.
  • Engage in content management across web-based platforms to enhance digital communication efforts.
  • Perform additional tasks as assigned by supervisors.

Qualifications

Education:
Candidates must have completed or be enrolled in a graduate degree program (second-level university degree or higher) in a field such as political science, law, public administration, management, or an aviation-related discipline. For applicants in educational systems without an undergraduate/graduate division, a minimum of four years of full-time university study toward degree completion is required.

Language Proficiency:

  • Essential: Fluency in reading, writing, and speaking English.
  • Desirable: Proficiency in a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Work Experience:

  • Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Familiarity with collaborative documentation tools or work management platforms is advantageous.
  • Knowledge of ICAO’s mandate, the aviation sector, or the United Nations system is highly desirable.

Conditions of Internship

  • Unpaid Internship: Interns will not receive a salary; all costs related to travel, insurance, accommodation, and living expenses must be covered by the intern.
  • Internship Duration: The internship lasts six months, with the possibility of renewal based on organizational needs. Interns are expected to work five days a week, on a full-time basis. The minimum duration for this internship is four months.
  • Employment Restrictions: Interns are not eligible for engagement in any other form of employment within ICAO during the internship and may not apply for or be appointed to positions in the Secretariat, nor contracted for other paid employment with ICAO for six months following the internship’s conclusion.
