Scope of Work
The Technical Advisor will be part of the ATscale Advisory Technical Group, which consists of experts from various disciplines relevant to assistive technology, ensuring balanced representation in terms of geography and gender, as well as inclusion of individuals with lived experience of using assistive technology. Key responsibilities will include:
- Advisory Role: Providing independent, strategic, and technical advice related to financing for assistive technology across all ATscale initiatives.
- Project Development: Leading the conceptualization, scoping, and development of potential interventions, including the preparation of concept notes and terms of reference for resource mobilization.
- Stakeholder Engagement: Offering strategic insights to senior stakeholders, including government officials, to design and improve programs related to financing for assistive initiatives.
- Proposal Evaluation: Participating in the detailed evaluation of proposals to assess their strategic value, potential impact, and value for money.
- Networking and Collaboration: Identifying potential collaborators among financing stakeholders to strengthen domestic and global initiatives for assistive technology.
- Capacity Building: Leading or contributing to capacity-building activities such as webinars and workshops to set technical and political agendas.
Essential Qualifications
Candidates interested in this position must meet specific educational and professional criteria:
- Education:
- An Advanced University Degree (Master’s degree or equivalent) in health financing, economics, public health, or a related field with a minimum of 10 years of relevant experience.
- A First-level University Degree (Bachelor’s degree or equivalent) with a minimum of 12 years of relevant experience is also acceptable.
- Work Experience:
- A minimum of 10 years of progressive experience in policy analysis, literature review, and producing policy recommendations.
- Experience in advising senior-level stakeholders in LMICs, with a demonstrated network in health financing and experience convening policy dialogues.
- A strong publication record, ideally with 3-5 articles in peer-reviewed journals related to assistive technologies.
- Language Proficiency:
- Fluency in English is essential; knowledge of French and/or Spanish is an asset.
