UNEP Hiring: Working Group Coordination Consultant (Remote)

The urgency to tackle global challenges related to sustainability and development has never been greater. With the clock ticking down to the 2030 deadline for achieving the Sustainable Development Goals (SDGs), the United Nations Environment Programme (UNEP) is stepping up its efforts through targeted initiatives aimed at SDG localization. Recently, UNEP announced a vacancy for a Working Group Coordination Consultant to support the Local2030 Coalition’s Working Group 1. This consultancy role offers an excellent opportunity for skilled professionals who wish to contribute to meaningful change in the realm of sustainable development while working from the comfort of their homes.

Organizational Context: Driving Localized Action

The Local2030 Coalition, established in 2022, serves as a pivotal inter-agency platform within the UN framework, driving localized actions towards the successful realization of the SDGs. This initiative focuses on pushing key transitions to achieve the SDGs by 2030 through effective localization strategies. The coalition emphasizes the importance of multi-level governance, aiming to mobilize local governments, civil society, and national policymakers to contribute to achieving the SDGs in their respective areas.

Co-chaired by the United Nations Human Settlements Programme (UN-Habitat) and the Food and Agriculture Organization (FAO), the coalition is designed to amplify efforts in key thematic areas known as high-impact initiatives (HIIs). These initiatives focus on critical transitions in food systems, energy access, digital connectivity, education, jobs, and climate change, creating pathways for innovative practices and solutions to flourish.

In September 2023, during the SDG Summit, the coalition was identified as vital for advancing transformative global agendas, solidifying its status as a key player in mobilizing leadership and investments needed to meet the 2030 goals.

The Consultant Role: Your Contribution to a Meaningful Mission

The role of the Working Group Coordination Consultant is pivotal in steering the activities of Working Group 1, which aims to support the aforementioned transitions by providing actionable recommendations to various stakeholders, including national and local governments and the United Nations Country Teams (UNCTs). This position requires a sharp and proactive individual with experience in policy analysis, coordination, and a deep understanding of the nuances of SDG localization.

Key Duties and Responsibilities

The consultant will engage in several essential tasks that are critical to the success of Working Group 1:

General Coordination of Working Group Activities

    • Facilitate and manage meetings, including scheduling, note-taking, and follow-ups to ensure smooth operation and communication among Working Group members.
    • Monitor the implementation of the workplan and budget, forecasting needs and assisting the co-leads in managing resources efficiently.
    • Provide ad-hoc support and coordination as required to assist in various projects, including but not limited to the design and publication of reports.

    Policy Guidance and Recommendations Production

      • Collaborate with co-leads to define and agree on the scope and methodology for producing a comprehensive policy guidance and recommendations report aimed at addressing the barriers to localization effectively.
      • Collect and analyze relevant data, including mapping local interventions and conducting interviews with stakeholders, to inform the report’s development.
      • Organize a global Expert Group Meeting (EGM) to solicit insights from experts in localization, governance, and SDG acceleration, ensuring that the report aligns with best practices.

      Communications, Advocacy, and Capacity Development

        • Develop advocacy and awareness-raising materials to promote the findings and recommendations of the policy report among UNCTs and other stakeholders.
        • Contribute to the design of capacity development tools that can be utilized by UNCTs and other interested parties to implement localized SDG strategies effectively.
        • Collaborate with Working Group 2 to identify pilot countries for implementing these localized actions within the chosen transitions.

        Reporting Structure

The consultant will report directly to the Coordinator for SDG Localization and Local Governments, as well as to the co-leading agencies of Working Group 1. Regular progress updates will be essential to maintain alignment and ensure the effective delivery of outcomes.

        • A minimum of five years relevant professional experience in policy support, coordination, and policy analysis, particularly for development planning and implementation.
        • Proven expertise in SDG localization, multilevel governance, and familiarity with the United Nations system and its mechanisms.
        • Strong analytical skills with experience in producing detailed policy analyses and synthesizing complex information.
        • Fluency in English is required; knowledge of an additional UN language is highly desirable, reflecting the multicultural nature of the work environment.
