UN Women, the United Nations entity dedicated to gender equality and the empowerment of women, is actively seeking qualified candidates for the role of International Consultant – Care Specialist. This is a unique opportunity for an individual passionate about transforming care systems to support women’s economic empowerment on a global scale. Background and Purpose of the Consultancy
Grounded in the vision of equality stated in the UN Charter, UN Women is at the forefront of efforts to eliminate discrimination against women and girls. They work collaboratively with governments, civil society, and other stakeholders to achieve gender equality and empower women, particularly in relation to economic opportunities and rights.
As part of its commitment to achieving the Sustainable Development Goals (SDGs) by 2030, UN Women focuses heavily on economic empowerment. The launch of its new Women’s Economic Empowerment Strategy reaffirms their holistic approach, emphasizing three key priority areas, or Gender Equality Accelerators (GEAs): Women in the World of Work, Transforming Care Systems, and Gender-Responsive Climate Action. The GEA focused on care is critical, as it aims to redefine the gendered division of care work and enhance the lives of countless women and girls across various contexts.
The TransformCare initiative, which supports this GEA, is dedicated to addressing the undervaluation of care work globally. To bolster this initiative, UN Women is seeking two consultants who will provide technical assistance in the field of care work. This role is crucial for implementing effective strategies that will have lasting positive impacts on communities.
Scope of Work and Responsibilities
The selected consultant will work under the supervision of the Policy Advisor, Macroeconomics and Global Lead on Care. Responsibilities include:
Technical Advice and Framework Development:
- Provide insights for developing global, regional, and country-specific care normative frameworks.
- Contribute to context analysis to inform public policy design, costing calculations for care interventions, and mapping of caregiving services.
Policy Instruments and Strategies:
- Advise on creating care strategies at various levels, including local, national, and global frameworks.
- Review and propose recommendations for care policy instruments that will enhance effectiveness and accessibility.
Economic Impact Projections:
- Facilitate the application of costing methodologies and project the economic impacts of implementing care services.
Knowledge Production:
- Develop policy briefs, reports, presentations, and technical documents related to care. This will include data collection and compiling baseline information for comprehensive reports.
- Review and contribute to the development of knowledge products pertaining to care.
Collaboration and Capacity Building:
- Analyze and systematize care experiences across various countries to identify best practices and lessons learned.
- Design and implement tools and methodologies for learning processes targeted at different stakeholders.
Engagement and Promotion:
- Contribute to the design of program proposals aimed at mobilizing resources for care on multiple levels.
Consultant’s Workspace and Travel
This consultancy is anticipated to commence on March 1, 2025, and conclude in December 2025. While the majority of the work is expected to be done remotely, some travel may be required, to be confirmed later.

Functional Competencies:
- Substantive knowledge of gender equality and women’s economic empowerment, especially concerning care.

Required Qualifications
Education and Certification
- Master’s Degree: A master’s or equivalent in international development, gender studies, economics, public policy, or a related field is a requirement.
- Bachelor’s Degree: A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced university degree.
Experience
- Minimum of 7 years of professional experience in women’s economic empowerment, including at least 3 years in care work.
- Prior experience in offering technical assistance and shaping normative frameworks is essential.
- Proven capability in creating knowledge products on care, including policy briefs and reports.
- Experience in organizing and facilitating capacity-building workshops and events is highly desirable.
- A background working with the United Nations or in various international contexts is an added advantage.
Language Requirements
Fluency in English is essential. Knowledge of additional UN official languages such as French, Spanish, or Arabic would be an asset.
