Duties and Responsibilities
As a consultant, you will contribute to the implementation of the Climate Risk and Early Warning Systems (CREWS) projects in Djibouti and Chad. Your specific responsibilities are tailored to support the technical and institutional capacity development of national meteorological services, aligning with the overarching goals of enhancing forecasting capabilities and improving early warning systems.
- Technical Advisory: You will provide technical advice to implement various activities within the CREWS Djibouti project, focusing on the enhancement of forecasting and capabilities of the National Meteorological Service (ANM) staff. Your expertise will help shape the trajectory of local meteorological services, empowering staff with knowledge and tools.
- Project Alignment: Ensuring alignment between CREWS Djibouti activities and other concurrent projects being implemented in the country is crucial. For instance, aligning with initiatives like SOFF (Systematic Observations Financing Facility) will maximize the impact of these projects and prevent duplication of efforts.
- Partnership Development: Advising on the establishment of potential partnerships between the ANM and regional or national institutions will be a key responsibility, fostering collaboration and enhancing forecasting capabilities. By building bridges between various stakeholders, you will facilitate the exchange of knowledge and best practices.
- Project Monitoring Tool Updates: With the project focal point, you will update the project’s monitoring tool and virtual library, ensuring that all Terms of Reference (ToRs), reports, and project documentation are current and easily accessible for stakeholders.
- Stakeholder Engagement: Conducting meetings with national focal points and staff involved in providing early warnings in Chad is essential for understanding the local context. You will communicate with staff from WMO and implementing partners (like ANAM, DRE, Météo-France, ANACIM Senegal, DGM Morocco, AEMET/BSC) as well as key partners supporting early warning systems in Chad, such as the World Bank and UNDP.
- Technical Specifications Development: You will draft and review technical specifications and terms of reference for priority activities, ensuring that all requirements are clearly articulated for successful project execution.
- Mission Organization: Organizing missions for project backstopping will be necessary to support on-the-ground implementation and further provide feedback on the project’s progress.
- Donor Reporting Coordination: Coordinating the reporting to the donor, CREWS, will ensure transparency and effective communication regarding project outcomes and future strategies.
- Additional Duties: Carrying out other relevant duties as required to ensure the success of the project and the achievement of its objectives.
Qualifications
Education: Applicants should possess an advanced university degree (minimum equivalent to a Master’s) in meteorology or a related field. This educational background ensures that the consultant brings a solid foundation of knowledge to the role.
Experience: Candidates should have a minimum of 10 years of experience working with National Meteorological and Hydrological Services (NMHSs), emphasizing technical and institutional capacity development, strategic planning, and project implementation. Prior experience in developing strategic planning and capacity-building strategies in meteorological or climate services contexts is essential. Experience working with NMHSs in Djibouti and Chad or similar settings is highly desirable.
Languages: Fluency in English and French (both oral and written) is required, as effective communication with a diverse range of stakeholders is critical. Knowledge of additional official languages of WMO—Arabic, Chinese, Russian, or Spanish—would be a significant advantage.
